Job Overview:
The position of Consultor(a) en Protección Social y Respuesta a Emergencias involves documenting the humanitarian response in the Catatumbo region of Colombia during a crisis in 202
  • The consultant will generate strategic and operational evidence regarding the capacity of the Colombian social protection system to respond to shocks caused by violence and fragility stemming from internal armed conflict. The role requires a deep understanding of social protection mechanisms and the ability to analyze and report on the effectiveness of these systems in emergency contexts. The consultant will work closely with the WFP's social protection team and will be responsible for leading methodological conceptualization and developing technical studies on reactive social protection in emergencies at both national and local levels. This position is crucial for informing policy and operational frameworks that enhance the resilience of vulnerable populations in crisis situations.

Duties and Responsibilities:
  • Lead the methodological conceptualization and development of technical studies on reactive social protection in emergencies at national and local levels.
  • Generate evidence regarding institutional capacities and gaps in risk management systems, social protection, and victim response at both local and national levels to institutionalize reactive social protection in emergency contexts.
  • Support the development of an advocacy agenda with national and local institutions on reactive social protection in emergencies.
  • Report early warnings and strategic and operational challenges affecting the progress of the consultancy.
  • Prepare and present necessary reports for monitoring activities, including a final report that systematizes strategic elements of the intervention, lessons learned, best practices, and methodological and operational recommendations.
  • Fulfill other activities related to the contract's objectives as required.

Required Qualifications:
The ideal candidate must possess a professional degree in social or economic sciences or related fields, along with a master's degree in Economics, Human Development, or other relevant subjects. Additional postgraduate studies in related areas will be considered an asset. Candidates should have a minimum of 10 years of relevant professional experience in consultancies related to the design and evaluation of strategies for poverty reduction, social protection systems, and public policy planning and evaluation in the social sector. Experience in designing targeting models and methodologies for socio-economic vulnerability analysis at the national level of social protection systems is essential. Familiarity with the UN system or other international development organizations will be valued, as will previous consultancy experience and proficiency in report writing.

Educational Background:
Candidates must hold a professional degree in social sciences, economics, or a related discipline. A master's degree in relevant fields such as Economics or Human Development is required, and additional postgraduate qualifications in related areas will be advantageous. The educational background should reflect a strong foundation in social protection, emergency response, and humanitarian assistance.

Experience:
The position requires a minimum of 10 years of relevant professional experience, particularly in consultancies focused on designing and evaluating strategies for poverty reduction and social protection systems. Candidates should have substantial experience in public policy planning and evaluation within the social sector, as well as expertise in developing targeting models and methodologies for socio-economic vulnerability analysis. Experience working with the UN or other international development organizations is highly desirable, along with a proven track record in consultancy roles and report writing.

Languages:
Fluency in Spanish is mandatory, given the context of the position and the region of operation. Proficiency in English is considered a valuable asset, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with diverse audiences. Knowledge of additional languages relevant to the region may also be beneficial.

Additional Notes:
The contract duration is set for 6 months, with a payment structure based on deliverables totaling $50,000,000 COP. The consultant will be compensated upon the successful completion and approval of specific deliverables outlined in the contract. The position is classified under Special Service Agreement (SSA) and entails responsibilities that require flexibility in working hours and the ability to work with limited supervision. The consultant will be expected to cover transportation, accommodation, and food expenses incurred during the execution of the contract activities, which are included in the consultancy fee.
