Job Overview: The Regulatory Compliance Expert position is situated within the Network Management Directorate and the Operational Safety, SQS & Integrated Risk Management Unit at EUROCONTROL. The selected candidate will be responsible for ensuring compliance with safety and security" style="border-bottom: 1px dotted #007bff !important;">security regulations while promoting operational excellence. This role involves developing effective frameworks and policies, conducting compliance monitoring and audits, providing training, and analyzing data to support decision-making. The expert will also participate in various projects and events, contributing to the continuous improvement of processes and procedures in alignment with EU regulations and international civil aviation standards. The position requires a proactive approach to maintaining compliance and enhancing the understanding of regulatory standards within the organization.
Duties and Responsibilities: The duties and responsibilities of the Regulatory Compliance Expert include:
Implementing compliance monitoring activities to ensure that the NMD framework and compliance matrices are up-to-date and aligned with EU regulations and international civil aviation standards.
Contributing to the development and maintenance of the NMD’s Integrated Management System by creating internal standards and procedures that comply with the EU regulatory framework.
Providing expert advice and contributing to the continuous improvement of processes, procedures, and policies to ensure alignment with regulatory and organizational standards.
Preparing and executing audits (both internal and for suppliers) to ensure adherence to the NMD regulatory framework, identifying deficiencies, and suggesting areas for improvement.
Developing training materials and conducting sessions to enhance understanding and implementation of compliance standards.
Analyzing data to identify trends, assess risks, and provide actionable insights for decision-making.
Supporting the CARMA project by facilitating the implementation of CARMA-ARM and participating in relevant groups and boards.
Performing any other tasks aligned with the main purpose of the job as required.
Required Qualifications: Candidates must meet one of the following qualifications:
Completion of third-level studies in a relevant field (EQF Level 7) with at least 3 years of relevant professional experience in quality and safety management, EU Regulations, and international civil aviation standards in the ATM/ANS domain.
Completion of third-level studies in a relevant field (EQF Level 6) with at least 4 years of relevant professional experience. Additional professional training and certifications in Safety Management Systems (SMS), Quality Management Systems (QMS), Single European Sky (SES) Regulations, ICAO Standards and Recommended Practices (SARPs), and ISO certifications are considered assets.
Educational Background: The educational background required for this position includes a degree in a relevant field that meets the European Qualifications Framework (EQF) Level 6 or Level
This educational foundation should be complemented by professional experience in quality and safety management, as well as familiarity with EU regulations and international civil aviation standards, particularly in the ATM/ANS domain.
Experience: The position requires candidates to have substantial experience in compliance monitoring and audits against EU Regulations in ATM/ANS or international aviation standards. Candidates should possess sound knowledge of specific EU Regulations relevant to the ATM/ANS domain, including CIR 2019/123, 2017/373, and CIR 2023/20
Experience in implementing management systems and developing processes, procedures, and policies is also essential. Familiarity with the CARMA tool is considered an asset, along with excellent technical writing and presentation skills.
Languages: Candidates must be proficient in English at level C1, as it is the primary working language of the Agency. Additionally, the selected candidate will be required to achieve a basic user level of French at level A2 before the end of the probation period. This language requirement is in accordance with the Common European Framework of Reference for Languages (CEFR).
Additional Notes: The position is classified as an Administrator level AD6-AD9, with a duration of appointment for 5 years, which may be renewed or converted under certain conditions. The selected candidate must reside in Brussels or a reasonable proximity to ensure satisfactory execution of duties. The working arrangement is hybrid, allowing for a combination of onsite presence and remote work, although full-time remote work is not permitted. The selected candidate will undergo a probationary period of nine months and must complete this successfully to be established in the post.
