Job Overview:
The Technical Specialist, Private Sector and Community Engagement, plays a pivotal role in the Meeting Targets and Maintaining Epidemic Control (EpiC) project, which is funded by the United States Government and focuses on HIV and global health security. This position is based in Hanoi, Vietnam, and is designed for a qualified and motivated candidate who will serve as a key technical focal point. The role encompasses two primary areas: supporting private and community engagement and providing comprehensive technical support to the Vietnam Administration of Disease Prevention (VADP) and the Ministry of Health (MOH) regarding HIV and the implementation of long-acting Lenacapavir (LEN). The Specialist will coordinate the delivery of services through both public and private-sector channels, ensuring equitable access to HIV prevention and treatment across various client segments, including subsidized populations and self-paying clients. This position is crucial for designing differentiated service delivery models, developing technical guidelines, and implementing pilot programs that align with national health strategies and frameworks.

Duties and Responsibilities:
The Technical Specialist will be responsible for a wide range of duties, including but not limited to: finalizing and securing official insurance of the National Guideline on HIV treatment and prevention, incorporating LEN for PrEP; supporting the design of a multi-stakeholder allocation roadmap for donated LEN supplies; aligning LEN introduction with national HIV strategies; integrating LEN models to meet the National Strategy to End AIDS by 2030; developing a comprehensive technical package that includes SOPs, clinical protocols, eligibility screening, client management algorithms, and pharmacovigilance procedures; creating technical training materials and conducting training for healthcare workers and community providers; providing on-site mentoring and coaching; establishing M&E reporting tools to track program outcomes; designing differentiated delivery models for public and private clinics; evaluating private healthcare networks; actively involving community-based organizations in program design and monitoring; leading private sector engagement for market shaping of commercial LEN; and partnering with community networks to develop targeted communication strategies for high-risk groups.

Required Qualifications:
Candidates must possess an advanced degree or its international equivalent in medicine, public health, project management, public administration, or a relevant field. A minimum of 5-7 years of experience in public health, particularly in HIV program design and biomedical service delivery, is required. Demonstrated expertise in health systems strengthening, policy development, and market shaping strategies is essential. Experience working with International NGOs and the Government of Vietnam is also necessary, along with strong engagement skills with Key Populations and Community-Based Organizations.

Educational Background:
An advanced degree in a relevant field such as medicine, public health, or project management is required. Candidates should have a strong academic background that supports their ability to engage in complex health program design and implementation.

Experience:
The position requires a minimum of 5-7 years of relevant experience in public health, specifically in HIV program design, biomedical service delivery, and health systems strengthening. Candidates should have a proven track record of working with government entities and NGOs to operationalize health programs and align them with national strategies.

Languages:
Proficiency in both Vietnamese and English is mandatory, with well-developed written and oral communication skills in both languages. Additional language skills may be considered an asset but are not required.

Additional Notes:
This position is full-time and may require travel for site assessments and mentoring. The expected salary range for this role is between VND 640,000,000 and VND 900,000,000 annually, depending on the candidate's experience and qualifications.
