Job Overview: The International Consultant will play a crucial role in supporting UN Women Kazakhstan in enhancing gender expertise within the legislative framework of Kazakhstan. This position involves reviewing existing materials related to gender expertise, providing technical support for developing advocacy materials, and analyzing opportunities for integrating gender expertise into national regulatory frameworks. The consultant will also be responsible for organizing training sessions for state legal departments, aimed at improving their capacity to conduct gender analysis of legal acts. The role requires collaboration with various stakeholders, including government bodies and national partners, to promote the systematic application of gender expertise in legislative processes. The consultant will report to the Programme Specialist and will be supported by the Project Manager throughout the assignment.
Duties and Responsibilities: The consultant's responsibilities include reviewing UN Women materials on gender expertise integration, providing technical support for presentations and advocacy materials, analyzing opportunities for gender expertise integration into national laws and policies, developing proposals for institutionalizing gender expertise within the Kazakhstan Institute for Public Development (KIPD), organizing meetings with key ministries, conducting training sessions for state legal departments, and delivering a one-day inception training course for KIPD. The consultant will also prepare detailed reports and recommendations based on their findings and training outcomes, ensuring that all deliverables align with UN Women branding guidelines.
Required Qualifications: Candidates must possess a minimum of a master's degree or equivalent in social sciences, human rights, law, or related fields. They should have at least five years of experience in conducting gender research or analyzing regulatory legal acts from a gender perspective. Proven experience in reviewing legislation and developing recommendations for gender expertise is essential, as is experience in conducting training sessions for government agencies. Familiarity with UN agencies or international organizations is preferred, and candidates should provide supporting materials or links to relevant documents.
Educational Background: A master's degree or equivalent in social sciences, human rights, law, or related fields is required for this position. This educational background is crucial for understanding the complexities of gender issues and the legal frameworks that govern them.
Experience: The position requires at least five years of relevant experience, particularly in conducting social or gender research and analyzing regulatory legal acts. Candidates should have a proven track record of reviewing legislation and providing recommendations for improving gender expertise within legal frameworks. Experience in training government agencies on gender expertise is also necessary, along with a background in working with UN agencies or other international organizations.
Languages: Excellent written and spoken Russian is mandatory for this position, as the final report must be submitted in Russian. A working knowledge of English is considered an asset, enhancing communication with international stakeholders and resources.
Additional Notes: The consultant will work remotely but is expected to travel to Astana for training sessions and meetings with key stakeholders. All travel expenses will be included in the contract sum. The payment structure is divided into two parts: 40% of the contract amount will be paid upon acceptance of the first three deliverables, while the remaining 60% will be paid after the final report and acceptance of the last four deliverables. The consultant's work will be evaluated based on criteria such as timeliness, responsibility, initiative, and quality of work.
