Job Overview:
The position of Individual Consultant for Baseline Assessment and Stock Take GBV Case Management at UNFPA Cambodia CO involves conducting a comprehensive assessment of gender-based violence (GBV) case management systems in Cambodia. The consultant will evaluate existing data collection methods, coordination among service providers, and the effectiveness of referral pathways for GBV cases. This role is crucial in establishing a project baseline that will guide future interventions aimed at improving GBV response mechanisms. The consultant will work closely with provincial and district authorities, service providers, and other stakeholders to gather data and insights that will inform the project planning and implementation. The consultant is expected to have a deep understanding of GBV issues, particularly in the Cambodian context, and will be responsible for producing a detailed report that outlines the current state of GBV case management and provides recommendations for improvement. The consultant must be available to start immediately and will be based in Phnom Penh, with field travel required to various provinces and districts.

Duties and Responsibilities:
The consultant will be responsible for conducting a baseline assessment of GBV case management systems in Cambodia, which includes the following key duties:
  • Conduct a desk review of existing GBV response protocols, guidelines, and procedures, including referral pathways and quality of services checklists.
  • Develop and agree upon a baseline assessment interview tool to gather data on GBV case management practices across the target provinces and districts.
  • Conduct key informant interviews with relevant officers at provincial and district levels to assess their awareness and utilization of GBV protocols and data management practices.
  • Identify gaps in GBV data collection, management, and usage, and develop a mapping of how GBV case management systems are implemented at the sub-national level.
  • Draft a comprehensive project baseline assessment report that includes a clear baseline for measuring change, analysis of GBV coordination among service providers, and recommendations for strengthening GBV case management.
  • Collaborate with UNFPA and other stakeholders to ensure that the assessment aligns with project objectives and contributes to the overall goal of eliminating GBV in Cambodia.

Required Qualifications:
The ideal candidate for this consultancy position should possess the following qualifications:
  • A Master’s degree in gender studies, social work, public health, or a related field.
  • At least ten years of experience in gender-based violence program development and implementation.
  • Strong technical expertise in GBV case management and multi-sectoral response mechanisms, including familiarity with global and regional standard operating procedures (SOPs) for case management.
  • Proven experience in conducting qualitative and quantitative research, particularly in the areas of gender, GBV, and sexual and reproductive health.
  • Demonstrated knowledge of national policies and legal frameworks related to GBV in Cambodia, along with an understanding of existing national and subnational data on GBV.
  • Experience working with national statistical offices, women’s machineries, and civil society organizations on GBV issues is an advantage.
  • Excellent communication and interpersonal skills, with the ability to facilitate collaboration among diverse stakeholders.

Educational Background:
Candidates must have a Master’s degree in gender studies, social work, public health, or a related field. This educational background is essential for understanding the complexities of gender-based violence and the frameworks necessary for effective program development and implementation.

Experience:
The position requires at least ten years of relevant experience in gender-based violence program development, with a strong emphasis on GBV case management and multi-sectoral response mechanisms. Candidates should have a proven track record of conducting research and producing situation analyses in the areas of gender and GBV, particularly within the Cambodian context. Familiarity with national policies and legal frameworks on GBV is also essential, as is experience working with various stakeholders in the field.

Languages:
Excellent oral and written English language skills are mandatory for this position. Proficiency in Khmer or other local languages would be considered an asset, as it would facilitate communication with local stakeholders and enhance the effectiveness of the assessment process.

This consultancy is based in Phnom Penh, Cambodia, and the consultant must be currently residing in the country and available to start immediately. The consultancy is expected to commence tentatively on July 1, 2026, and conclude by October 30, 202
  • The consultant will be required to conduct field travel to five provinces and fourteen districts, and should budget for these field missions. The consultancy is results-based, with payment contingent upon the satisfactory completion of tasks as outlined by UNFPA.
