Job Overview:
The role of the security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Field Security Officer (Roving) is crucial within the WFP Country Office in Afghanistan. Reporting to the Senior Security Officer or their designate, the incumbent will be responsible for overseeing security management and providing training and capacity development support to national security staff across various WFP Area Offices. This position requires a high level of adaptability and the ability to contribute significantly to the planning and development of security policies and procedures. The Field Security Officer will manage a variety of security activities, conduct complex analytical work, and ensure effective outputs through independent contributions. The job holder will also be expected to anchor a team, ensuring high performance and development while maintaining a focus on the safety and security of WFP operations in challenging environments.

Duties and Responsibilities:
The Field Security Officer will have a comprehensive set of responsibilities, including but not limited to:
  • Providing technical advice, guidance, and support in the form of security assessments and plans to Country Offices (COs) to enhance security management and crisis preparedness.
  • Developing systems and tools for monitoring and assessing security situations, utilizing innovative methodologies and best practices.
  • Conducting context analysis in conflict-affected areas to identify key characteristics and locations of non-state armed groups (NSAG).
  • Communicating and negotiating security guarantees for WFP operations in areas controlled by NSAG.
  • Keeping abreast of local security developments and advising on their potential impact on WFP operations.
  • Monitoring and maintaining an effective security management communications system for coordinated security activities.
  • Building and maintaining productive relationships with local partners to optimize protection for staff and facilities.
  • Collaborating with internal counterparts to align security activities with broader programs and ensure compliance with security policies.
  • Managing junior security staff, providing coaching and guidance to foster their development and performance. 1
  • Representing WFP at local and inter-agency meetings to discuss relevant security issues and contribute to technical discussions. 1
  • Facilitating training sessions to enhance the security capabilities of WFP and external partners. 1
  • Overseeing and preparing accurate and timely reporting, including mandatory Field Security reports. 1
  • Supporting the monitoring and evaluation of WFP activities by providing technical analysis and information. 1
  • Acting in an emergency response capacity as needed to meet food assistance requirements. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess a strong background in security management, with a proven track record of providing technical security operations advice. They should have experience in developing systems and tools for security monitoring and assessment, as well as managing small teams of national staff. A solid understanding of UN-specific security training, such as SSAFE, IFAK, or ETB, is essential. The ideal candidate will demonstrate the ability to manage resources effectively and have considerable experience in at least one operational area related to security management.

Educational Background:
The minimum educational requirement for this position is an advanced university degree in Security Management, International Relations, Law Enforcement, or a related field. Alternatively, a first university degree combined with additional years of relevant work experience and/or training may be accepted. A diploma from a Military or Police Academy, along with qualifying relevant experience, may also be considered in lieu of the first university degree.

Experience:
Candidates should have substantial experience in security management, particularly in conflict-affected areas. They should have a history of contributing to the development of security systems and tools, as well as providing technical advice to strengthen security management functions. Experience in managing teams and resources in security operations is highly desirable, along with a record of delivering UN-specific security training.

Languages:
Fluency in English (level C) is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to communicate effectively in diverse environments.
