Job Overview:
The Head of Department for Grant and Partnership will play a pivotal role in leading the development and implementation of grants management processes throughout the project cycle. This position requires a strategic approach to ensure quality, efficiency, and compliance in all grant-related activities. The successful candidate will coordinate high-quality proposal development in collaboration with program and operations teams, support the funding strategy, and manage all internal and external reporting processes. Additionally, the role involves managing the grants team, building capacity among staff involved in grant management, and maintaining strong relationships with donors. The position also emphasizes the importance of promoting gender equality and adhering to ACF's Gender Minimum Standards.

Duties and Responsibilities:

• Lead the development and implementation of grants management processes across the entire project cycle, ensuring quality, efficiency, and compliance.
• Coordinate high-quality proposal development with program and operations teams, supporting the funding strategy.
• Manage all internal and external reporting processes, ensuring timely and accurate submissions.
• Oversee the grants team, providing guidance and support to enhance their skills and effectiveness.
• Engage with donors to maintain strong, long-term relationships and ensure alignment with their funding priorities.
• Provide strategic oversight of partnership and localization activities, ensuring that local stakeholders are involved in the decision-making process.
• Promote gender equality within the organization and in all programming efforts, adhering to ACF's Gender Minimum Standards.
• Monitor and evaluate grant management processes to identify areas for improvement and implement necessary changes.

Required Qualifications:

• University degree in a related field such as fundraising, public relations, communications, development, humanitarian aid, or international relations.
• Significant experience working with international non-governmental organizations (INGOs), with at least 5 years in humanitarian and/or development fundraising from institutional donors.
• Technical skills in drafting and compiling project proposals, budget monitoring, and grant management, as well as narrative and financial reporting for various donors.
• Strong knowledge of donor guidelines and regulations, with the ability to establish and formalize partnerships.
• Proven flexibility and managerial skills to lead, develop, support, and motivate the grant team effectively.
• Strong organizational skills, with the ability to manage multiple tasks simultaneously and work autonomously with minimal guidance.

Educational Background:
A university degree in a relevant field such as fundraising, public relations, communications, development, humanitarian aid, or international relations is required for this position. This educational background provides the necessary foundation for understanding the complexities of grant management and partnership development in a humanitarian context.

Experience:
The position requires significant experience, specifically at least 5 years working with international non-governmental organizations (INGOs) in roles related to humanitarian and/or development fundraising. This experience should include working with institutional donors and a proven track record in grant management and proposal development.

Languages:
Fluency in English is mandatory, with excellent report writing skills and strong interpersonal and communication abilities to foster collaboration and maintain positive relationships. Additional language skills may be beneficial but are not specified as mandatory.

Additional Notes:
The position offers a 12-month contract for national applications, with salary conditions based on ACF's internal and national standards in Afghanistan. For international applications, a fixed-term contract under French legislation is provided, with a monthly gross salary ranging from €2597 to €2968, depending on experience. Additional benefits include reimbursement for pension insurance, monthly per diem and living allowances, child allowances, transportation and accommodation coverage, and comprehensive medical coverage. Employees are entitled to 25 days of paid leave per year, 20 rest and recuperation (RnR) days, and support for field trips to various regions in Afghanistan.
