Job Overview: The position of International Consultant - PPO Cooperating Partners Management is crucial for supporting the management cycle of Cooperating Partners (CPs) within the World Food Programme. The consultant will be involved in various aspects of CP management, including partner selection, payments, contracting, risk management, compliance, and the digitalization of CP processes. The role requires a proactive approach to ensure accountability and high-quality program delivery, which is essential for WFP's mission in Afghanistan. The consultant will work closely with the Head of Cooperating Partner Management Unit and will be responsible for implementing plans and policies, reviewing budgets, overseeing payments, and contributing to project reviews. Duties and Responsibilities: The consultant will have a comprehensive set of responsibilities, including:
Contributing to the implementation of plans and policies by setting clear goals and coordinating budget and programming activities in compliance with WFP strategies for Field Level Agreements (FLAs).
Reviewing FLA budgets for accuracy and completeness, providing feedback to stakeholders, and ensuring compliance with guidelines.
Supporting the processing of Cooperating Partners payments in line with corporate guidelines.
Preparing for Project Review Committee meetings, analyzing proposals, and ensuring cost-effectiveness.
Analyzing FLA/MoU closure activities and ensuring timely resource transfers and activity closures.
Coordinating and consolidating information for weekly/monthly situation reports.
Participating in meetings with internal stakeholders to discuss operational effectiveness and progress.
Supervising and guiding a small team, providing training to build capacity and enhance operational support.
Representing the unit in meetings and committees to provide budget and resource programming perspectives. 1
Developing budget plans for under-performing partners with clear timelines and objectives. 1
Supporting the onboarding and use of WFP’s digital tools for partnership management. 1
Performing other relevant duties as required.
Required Qualifications: Candidates must possess an advanced university degree or a first-level university degree with additional relevant work experience. Fluency in English is mandatory, along with proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook). Candidates should demonstrate strong behavioral competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering, and Teamwork. These qualifications are essential for effectively managing the complexities of the role and ensuring successful collaboration with various stakeholders.
