This position requires a proactive approach to managing and implementing a comprehensive early warning and GIS workstream, which includes providing expert guidance and analysis for both internal and external operations. The officer will work closely with various units and teams within WFP, ensuring that the analysis drives concrete changes in programming and operations, ultimately aiming to mitigate the impacts of food insecurity and malnutrition in the region.

Duties and Responsibilities:
The duties and responsibilities of the Programme Policy Officer include:
  • Providing expert advice and support on early warning analysis related to food security and nutrition, ensuring compliance with WFP standards.
  • Conducting complex early warning analyses to inform programming and operations.
  • Leading the development and implementation of an early warning strategy that addresses famine, disaster, and nutrition risks.
  • Managing an early warning and GIS unit, including operational partnerships and project management.
  • Strengthening early warning capacities for WFP and its partners.
  • Producing integrated context and food security analyses to inform programming across different units.
  • Engaging with stakeholders, including research organizations and academic institutions, to enhance food security and context analysis.
  • Implementing anticipatory action systems and co-designing response plans with communities.
  • Identifying funding opportunities and supporting the preparation of proposals and fundraising materials. 1
  • Representing WFP in technical discussions and ensuring gender perspectives are incorporated into all areas of work.

Required Qualifications:
Candidates must possess an advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or a related field relevant to international development assistance. Alternatively, a first university degree with two additional years of related work experience and/or training is acceptable. The position requires at least six years of professional experience, particularly in famine early warning and context analysis. Candidates should demonstrate the ability to design and implement context-specific programs that integrate complex analysis and food assistance tools. Familiarity with WFP programming and food security issues in Afghanistan is essential, along with advanced knowledge of food insecurity measurement and analysis. Strong initiative, interpersonal skills, and the ability to communicate effectively are also required.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, or Social Sciences. A first university degree combined with additional work experience may also be considered sufficient. Experience:
The position requires a minimum of six years of professional experience, particularly in areas related to famine early warning and general context analysis. Candidates should have a proven track record of identifying hunger problems at national or subnational levels and designing effective, context-specific programs. Experience in humanitarian data collection, management, and analysis is also essential, along with familiarity with the Integrated Food Security Classification (IPC) framework.

Languages:
A working knowledge of English (Level C) is mandatory for this position. Knowledge of major languages spoken in Afghanistan is considered advantageous and may enhance the candidate's ability to engage with local communities and stakeholders effectively.
