Job Overview: The National Project Officer for Education will play a crucial role in supporting and coordinating the implementation of education programs and projects under UNESCO's framework. This position requires a high degree of professional judgment and the ability to work collaboratively with various stakeholders, including education program teams, national and international NGOs, and development partners. The incumbent will be responsible for ensuring that education initiatives align with UNESCO's regulations and donor requirements while promoting quality, equitable, and inclusive education. The role involves managing project implementation, monitoring progress, and preparing reports for internal and external stakeholders. The National Project Officer will also engage in education sector planning, monitoring, and evidence generation to inform policy decisions and enhance the quality of education in Afghanistan.
Duties and Responsibilities: The National Project Officer will have a comprehensive set of responsibilities, including:
Programme and Project Management: Supporting the planning, implementation, monitoring, and evaluation of UNESCO education programs, ensuring alignment with project documents and donor requirements. Developing annual workplans, monitoring implementation progress, and preparing project updates and reports.
Education Sector Planning and Monitoring: Leading education sector analysis and policy development processes, coordinating monitoring and evaluation activities, and contributing to education data management and research initiatives.
Coordination and Stakeholder Engagement: Participating in education sector coordination mechanisms, organizing meetings and workshops, and representing UNESCO in technical discussions.
Financial Management: Supporting budget planning and monitoring, ensuring compliance with financial procedures, and preparing financial updates.
Resource Mobilization: Supporting the development of project proposals and engaging with donors to secure funding for education initiatives.
Required Qualifications: Candidates must possess an advanced university degree (master’s or equivalent) in education, social sciences, or a related field. They should have a minimum of four years of progressively responsible professional experience in education program management, research, or related fields. Strong program and project management skills, excellent knowledge of results-based management, and strong analytical skills are essential. Candidates should also demonstrate excellent communication skills and the ability to engage with various stakeholders effectively.
Educational Background: An advanced university degree (master’s or equivalent) in the field of education, social sciences, or a related area is required. A PhD in a relevant field is desirable and may enhance a candidate's profile.
Experience: The position requires a minimum of four years of progressively responsible professional experience in education program management, research, or system strengthening. Experience in project implementation, reporting, and stakeholder coordination is essential. Familiarity with GPE, education sector planning, and donor-funded program management is highly desirable, particularly in fragile or conflict-affected contexts.
Languages: Fluency in English (spoken and written) is mandatory. Proficiency in the national languages of Afghanistan, specifically Dari and/or Pashto, is also required to effectively engage with local stakeholders and communities.
Additional Notes: The contract duration is for one year, with the possibility of extension subject to the availability of funds and satisfactory performance. The position is open to both internal and external candidates. UNESCO offers a competitive salary, with the approximate annual starting salary for this post being 53,759 USD, along with benefits such as annual leave, family allowance, medical insurance, and a pension plan.
