Job Overview:
The Facilities Manager position at the World Bank Group is crucial for overseeing the operations and maintenance of the organization's facilities in Kabul, Afghanistan. Reporting directly to the Regional Portfolio Lead, the Facilities Manager will be responsible for ensuring that the buildings in the portfolio are maintained to high standards, which includes managing housekeeping, maintenance, and engineering systems. The role requires collaboration with various stakeholders, including internal business units, service providers, and contractors, to ensure that the facilities support the World Bank Group's mission of creating a world free of poverty. The Facilities Manager will also be involved in sustainability initiatives and will need to develop and manage budgets related to facilities operations. This position is essential for maintaining a safe, functional, and sustainable work environment for the World Bank Group's staff and partners.

Duties and Responsibilities:
The Facilities Manager will have a wide range of responsibilities, including: managing both in-house and outsourced vendors for technical maintenance and cleaning services; ensuring compliance with Planned Preventative Maintenance (PPM) schedules for all WBG-owned building infrastructure; overseeing the sustainability reporting program; developing technical specifications for contracted services; managing monthly expenses and reporting; coordinating engineering operations and inspections; reviewing contractor invoices; developing annual building management budgets; overseeing the Helpdesk function for facilities-related issues; coordinating procurement for equipment and services; managing an asset replacement program; ensuring fire and life safety installations are operational; maintaining a portfolio of companies for procurement needs; and implementing sustainability programs to minimize environmental impact. The Facilities Manager will also be responsible for delivering efficiency improvements and ensuring compliance with procurement standards.

Required Qualifications:
Candidates for the Facilities Manager position should possess a relevant degree, preferably a Master's degree in Architectural, Mechanical, Electrical, or Structural Engineering, or Facilities Management, along with at least five years of relevant experience. A thorough understanding of building infrastructure, engineering systems, and building codes is essential. Candidates should have practical experience in managing building systems and the ability to train staff in operational upkeep. Knowledge of sustainability principles in facilities management and experience with budget planning and management are also required. Proficiency in MS Office is essential, while knowledge of project tracking software and AutoCAD is desirable. Strong communication skills in English, both verbal and written, are necessary, along with demonstrated leadership and supervisory skills.

Educational Background:
The ideal candidate for the Facilities Manager position should have a relevant degree, preferably at the Master's level, in fields such as Architectural, Mechanical, Electrical, or Structural Engineering, or Facilities Management. This educational background is crucial for understanding the complexities of building systems and facilities management, which are integral to the role.

Experience:
Candidates should have a minimum of five years of relevant experience in facilities management or a related field. This experience should include managing building systems, overseeing maintenance operations, and working with contractors and vendors. Practical experience in budget management and sustainability initiatives is also highly valued, as is the ability to handle complex operational issues with minimal supervision.

Languages:
