Job Overview:
The Information Management and Analytics Analyst position is a critical role within the Afghanistan Country Office (AFCO) under the Programme Implementation Unit of the Afghanistan's Community Resilience and Livelihood Project (ACRLP). This position is designed to significantly impact humanitarian and development efforts in Afghanistan by ensuring robust information management and data-driven decision-making for projects that reach millions of Afghans. The role involves exposure to complex data systems and cross-functional collaboration, directly contributing to the strengthening of community institutions and service delivery in a challenging environment. The analyst will be responsible for the design, development, maintenance, and operational use of the Management Information System (MIS) and related data systems for the ACRLP project. This includes ensuring effective integration with external systems, managing data quality, providing operational support and training to partners, and supervising MIS support staff. The position is essential for enhancing the quality and accessibility of project data, facilitating timely reporting, and strengthening transparency and financial oversight to ensure program effectiveness and accountability.

Duties and Responsibilities:
The duties and responsibilities of the Information Management and Analytics Analyst include:
  • MIS Design, Development, and Maintenance: Design, develop, maintain, and improve MIS databases, spreadsheets, and related data management processes, including data collection, cleaning, validation, and verification. Ensure effective integration of the ACRLP MIS with external systems (oneUNOPS and AIB MIS) in collaboration with the ICT Specialist and relevant technical teams. Support data extraction, reporting, and analysis using SQL queries and scripts, and contribute to the development of dashboards and automated reports. Ensure data quality through systematic cleaning, validation, transformation, and verification processes. Oversee the collection, verification, and analysis of data from multiple sources and maintain structured digital archiving systems to ensure traceability and transparency. Maintain, troubleshoot, and continuously improve the MIS system to ensure optimal performance, accessibility, and data security" style="border-bottom: 1px dotted #007bff !important;">security. Design and implement backup and disaster recovery procedures, ensuring regular and secure database backups. Support implementation of system updates, patches, and SQL scripts.
  • Operational Support and Coordination: Provide day-to-day operational support to Facilitating Partners (FPs), including troubleshooting, user guidance, and issue resolution. Ensure smooth MIS operations across field users and stakeholders. Coordinate and supervise MIS support staff, including GIS Associates and Data Entry Assistants, through task assignment, follow-up, and quality assurance. Ensure accurate, timely, and standardized data entry by Data Entry Assistants. Provide technical guidance to GIS Associates on spatial data processing and map production using GIS tools. Support capacity-building activities for staff and partners on MIS tools, data collection, GIS, and reporting. Assist the Finance team in MIS-based reporting, including support to the draw notice process and expenditure tracking. Produce reports, visualizations, charts, and thematic maps in collaboration with project teams to support decision-making. Attend coordination and management meetings in the absence of the ICT Specialist, ensuring continuity in technical representation and communication. Contribute to the preparation of user manuals, SOPs, and technical documentation for MIS processes and workflows.

Required Qualifications:
The required qualifications for the Information Management and Analytics Analyst position include: Completion of secondary school is required. A first-level university degree (e.g., Bachelor) in Information Technology, Computer Sciences, Programming, or equivalent is desired. Candidates should possess strong analytical skills, proficiency in data management, and experience with database design and administration. Familiarity with programming languages and tools such as SQL, C#, HTML, .NET, and ASP.NET WebForm is also advantageous. Knowledge of UN systems, policies, and norms for information management/ICT/database management is preferred, along with an understanding of the Afghanistan context regarding data collection and management.

Educational Background:
The educational background needed for the position includes a minimum requirement of completion of secondary school. However, a first-level university degree (e.g., Bachelor) in Information Technology, Computer Sciences, Programming, or a related field is desired. This educational foundation is essential for understanding the technical aspects of information management and analytics, as well as for effectively contributing to the design and operational use of the Management Information System (MIS) and related data systems.

Experience:
The level of experience needed for the position includes a minimum of 11 years of relevant experience in information management, database administration, or related fields with a secondary school diploma. Alternatively, 7 years of relevant experience in information management, database administration, or related fields with a Bachelor's degree is desired. Candidates should have experience with web design and database programming/administration skills, as well as familiarity with UN systems and policies. Experience working in the UN/UNOPS and with community-based projects and humanitarian programs is also beneficial, particularly in the context of Afghanistan.

Languages:
The mandatory language requirement for the position is fluency in English. This proficiency is essential for effective communication and collaboration within the team and with external partners. Additional language skills may be considered an asset, particularly those relevant to the local context or the communities served by the projects.

Additional Notes:
The position is classified as an Associate level role (ICS 08) and is offered under an Individual Contractor Agreement (ICA) as a LICA Specialist on a regular contract basis. The contract duration is ongoing, subject to the project timeline, budget availability, and individual performance.
