Job Overview:
The National Consultant on Public Health will provide technical, analytical, and coordination support to WHO-supported activities in Ukraine, focusing on public health workforce development, leadership strengthening, and health security" style="border-bottom: 1px dotted #007bff !important;">security. The consultant will play a crucial role in implementing the National Programme for Public Health Workforce Development (2025–2030) and its Action Plan (2025–2027). This position requires a strong understanding of competency-based approaches and the ability to support initiatives aimed at enhancing the public health workforce's capacity and resilience in the context of ongoing public health reforms and the impacts of the war in Ukraine. The consultant will be expected to contribute to various activities, including drafting technical documents, facilitating meetings, and providing inputs for consultations and mentorship sessions, all while ensuring effective communication and collaboration with national stakeholders.

Duties and Responsibilities:
The consultant will be responsible for delivering a range of outputs, including:

• Providing technical inputs, drafting, and reviewing up to 10 technical products related to public health workforce development and health security by December 31, 202
• Preparing meeting documentation and coordination materials for up to 10 meetings with the Ministry of Health (MoH), Ukrainian Public Health Centre (UPHC), and regional Centres for Disease Control and Prevention (CDCs).
• Contributing to at least 16 consultations, retreats, and mentorship sessions, including documentation and follow-up notes.
• Facilitating at least 3 experience exchange sessions under the Public Health Leadership Programme (PHLP) and maintaining participant databases.
• Developing a consolidated synthesis report on human-centred design pilot interventions for blood donor recruitment and retention by November 30, 202
• Proofreading up to 5 WHO documents and reviewing up to 3 national documents for alignment with WHO guidance.
• Preparing an analytical summary on pilot testing of the Public Health Workforce Competency Self-Assessment Tool by December 15, 202
• Drafting official correspondence for WHO-supported activities as required throughout the assignment.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Public Health, Health Policy, Health Governance, Medicine, or a related field from an accredited institution. A Master’s degree in a relevant field is desirable. Essential qualifications include at least three years of national work experience in public health, health governance, or related areas, with a focus on collaboration with government authorities and public health organizations. Strong analytical, writing, communication, and stakeholder engagement skills are required, along with the ability to prepare technical documents in both English and Ukrainian.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Public Health, Health Policy, Health Governance, Medicine, or a related field from an accredited institution. A Master’s degree in Public Health, Health Policy, Health Informatics, Digital Health, Data Science, Epidemiology, Law, Public Administration, or a related field is considered desirable and may enhance a candidate's qualifications.

Experience:
Candidates should have a minimum of three years of relevant national work experience in public health, health governance, health workforce development, or public health system strengthening. Experience should include collaboration with government authorities, academic institutions, and international organizations, as well as involvement in the preparation of technical documents and organization of capacity-building activities. Desirable experience includes a background in public health leadership and health security.

Languages:
Fluency in the Ukrainian language is essential, along with excellent proficiency in English (reading, writing, and speaking). These language skills are crucial for effective communication and documentation in the role.

Additional Notes:
The consultancy is expected to be off-site, with the consultant required to travel to various oblasts in Ukraine depending on operational needs. The contract is valued at USD 18,000, with a monthly rate of USD 3,600 and a daily rate of USD 180 for 20 working days per month over a duration of 5 months, starting from August 1, 2026, to December 31, 202

• The payment will be made monthly upon the provision of a Technical Report and approval from the Responsible Officer. This vacancy may also be used to identify candidates for other similar consultancies at the same level.
