Job Overview: The Consortium Manager will play a pivotal role in leading and managing the Consortium Coordination Unit (CCU). This position involves coordinating the establishment of the consortium, contributing to its strategic development, and overseeing project management. The Consortium Manager is expected to foster a culture of collaboration, transparency, and trust among consortium members. Additionally, the role requires strengthening relationships and coordination between the consortium and external partners, clusters, working groups, and other relevant stakeholders. The Consortium Manager will ensure effective planning, coordination, and delivery of consortium activities in alignment with agreed strategies and work plans, while also providing strategic advice to consortium members and the Steering Committee. This position is crucial for ensuring compliance with donor requirements and overseeing project cycle management across the consortium, including project start-ups, implementation monitoring, and project closeout. The Consortium Manager will also lead the development of project proposals and contribute to resource mobilization efforts, ensuring the sustainability of the consortium's portfolio.
Duties and Responsibilities:
Lead and manage the Consortium Coordination Unit (CCU), ensuring effective planning, coordination, and delivery of consortium activities in line with agreed strategies and work plans.
Support and strengthen the consortium’s governance structure, facilitating Steering Committee and Technical Working Group meetings, and ensuring the implementation of agreed decisions.
Provide strategic coordination and advice to consortium members and the Steering Committee, supporting the development and implementation of the consortium’s strategy in response to evolving needs and operational context.
Ensure effective communication and collaboration among consortium partners, as well as with donors and relevant external stakeholders.
Oversee project cycle management across the consortium, including project start-ups, implementation monitoring, reviews, learning processes, and project closeout.
Ensure compliance with donor requirements, including contractual obligations, due diligence requirements, and coordination of compliance checks and audits when required.
Coordinate and consolidate consortium reporting and financial oversight, ensuring timely and accurate programmatic and financial reporting in line with donor requirements.
Oversee monitoring, evaluation, accountability, and learning processes, in close collaboration with MEAL teams, to ensure quality implementation and evidence-based learning across the consortium.
Lead the development of consortium project proposals and contribute to resource mobilization efforts, supporting the diversification and sustainability of the consortium portfolio.

Ensure compliance and adherence to NRC policies, tools, handbooks, and guidelines.

Represent the consortium in relevant coordination fora and external engagements, promoting consortium visibility, strategic positioning, and partnerships.
Required Qualifications:
Minimum 5 years of experience in programmatic implementation and grant management in a humanitarian context.
Experience managing a consortium is a plus, as well as technical experience in multisectoral programming and cash response.
Proven experience in emergency response and working in complex and volatile contexts, particularly with refugees, IDPs, or returnees.
Strong managerial and interpersonal skills are essential, with the ability to coordinate tasks and work processes under tight deadlines.
Experience in facilitating and leading internal organizational processes is highly desirable.
Educational Background: A relevant degree in humanitarian studies, international relations, social sciences, or a related field is required. Advanced degrees or specialized training in humanitarian response, project management, or related areas will be considered an asset.
Experience: Candidates should possess a minimum of 5 years of relevant experience in programmatic implementation and grant management within a humanitarian context. Experience in managing a consortium and working in emergency response situations is highly valued. Familiarity with the Ukraine context and previous experience in the region will be considered a significant advantage.
Languages: Fluency in English, both written and verbal, is mandatory. Knowledge of Ukrainian or Russian is a plus and will enhance the candidate's ability to communicate effectively within the context of the role. Additional language skills relevant to the region may also be beneficial.
Additional Notes: The position is based in Kyiv, Ukraine, with a fixed-term contract lasting 12 months. The role may require travel of up to 20% to field locations. The salary will be determined according to NRC's grading structure, specifically Grade
