Job Overview: The ICAO Regional Officer for Aerodromes and Ground Aids (AGA) plays a crucial role in supporting the implementation of ICAO policies and standards in the Middle East Region. This position involves continuous liaison with member states, international organizations, and regional bodies to ensure the effective implementation of ICAO's Standards and Recommended Practices (SARPs) and regional air navigation plans. The incumbent will provide expert support and advisory services in the field of AGA, assisting states in the development of aerodrome operational plans, and ensuring compliance with international aviation standards. The role requires collaboration with various stakeholders to promote safety and efficiency in aerodrome operations, and to address any deficiencies identified in the region. The Regional Officer will also participate in technical assistance programs and coordinate with relevant organizations to enhance the capacity of member states in aerodrome management and operations.
Duties and Responsibilities: The duties and responsibilities of the ICAO Regional Officer AGA include monitoring developments related to aerodromes in the accredited states, assisting in the implementation of ICAO SARPs and regional plans, and providing technical guidance to states. The officer will initiate and follow up on actions aimed at achieving efficient implementation of ICAO standards, assist in the development of aerodrome operational plans, and support states in improving their aerodrome operations. Additionally, the officer will monitor regional developments, recommend updates to aerodrome requirements, and promote AGA-related technical cooperation projects. The role also involves supporting the implementation of the ICAO Global and Regional Air Navigation and Aviation Safety Plans, participating in the No Country Left Behind technical assistance program, and coordinating with regional and international organizations to address AGA-related challenges.
Required Qualifications: Candidates must possess an advanced level university degree (Master’s Degree or equivalent) in aviation, engineering, science, aeronautics, or a related field. Alternatively, a first-level university degree combined with two years of qualifying experience may be accepted. Essential qualifications include a minimum of ten years of experience in international civil aviation, particularly in aerodrome design and operations or aviation regulatory matters. Candidates should have considerable experience in communication and cooperation with international organizations and national administrations, as well as experience in advising on regulatory and technical matters. Desirable qualifications include experience in ICAO meetings, as a USOAP auditor, and in conducting training courses or workshops.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as aviation, engineering, science, or aeronautics. A first-level university degree may be accepted if combined with additional qualifying experience in the aviation sector. This educational foundation is essential for understanding the complex technical and operational aspects of civil aviation and aerodrome management.
Experience: The position requires a minimum of ten years of professional experience in the technical and operational aspects of international civil aviation, specifically in aerodrome design and operations or regulatory oversight. Candidates should have experience working with civil aviation authorities or international organizations, and should be familiar with the dynamics of international aviation meetings and regulatory frameworks. Experience in project management and planning concepts is also beneficial, as is experience working in a multi-national and multi-cultural environment.
Languages: Fluency in English, including reading, writing, and speaking, is essential for this position. A working knowledge of Arabic or any other language of the Organization (such as Chinese, French, Russian, or Spanish) is considered desirable, as it may enhance communication with member states and stakeholders in the region.
Additional Notes: This position is offered on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in accordance with the standards of conduct for international civil servants. The organization offers a competitive remuneration package, including a net base salary of USD $86,027 per annum plus a post adjustment of USD $21,593 per annum, which is subject to change.
