Job Overview: The MSF Access Regional Pharmacist for the America Hub plays a crucial role in enhancing MSF's understanding of local and regional production of health products in the Americas. This position focuses on analyzing regulatory frameworks, harmonization initiatives, and policies that affect the importation, exportation, and circulation of health products. The Regional Pharmacist will work closely with the Head of the Americas Hub and collaborate with regional advisors and the Analysis Department of the MSF Access team. The primary objective is to generate actionable evidence through in-depth regulatory and policy analysis, which will inform MSF's operations, advocacy, and engagement strategies aimed at improving access to quality-assured medicines, diagnostics, and vaccines. The role is vital in addressing the challenges and opportunities related to equitable access to essential health products in the region, particularly in light of evolving regulatory landscapes and market dynamics.
Duties and Responsibilities:
Understand existing production, innovation, and regulatory landscapes: Monitor and analyze national and regional production initiatives related to medicines, vaccines, and diagnostics, including technology transfer, public manufacturing capacity, and funding mechanisms. Conduct desk reviews of policies and strategies related to local production and innovation.
Identify barriers, risks, and opportunities: Assess how regulatory frameworks and procurement approaches influence equitable access to medical products and the feasibility of local production. Analyze systemic barriers affecting access and affordability.
Translate analysis into access-oriented frameworks: Develop and maintain a policy framework for public and local production grounded in public health priorities and MSF's operational needs. Produce analytical updates and technical notes to inform strategic discussions. Provide technical input for MSF's positions and advocacy strategies related to production and regulatory pathways.
Required Qualifications: Candidates must possess a strong understanding of pharmaceutical sciences, regulatory affairs, and public health principles. They should have experience in policy analysis, particularly in the context of healthcare access and production. Strong analytical skills and the ability to synthesize complex information into actionable insights are essential. Candidates should also demonstrate a commitment to MSF's humanitarian principles and values.
Educational Background: A degree in pharmacy, pharmaceutical sciences, public health, or a related field is required. Advanced degrees or specialized training in regulatory affairs or health policy are highly desirable. Candidates should have a solid foundation in the principles of pharmaceutical regulation and access to medicines.
Experience: A minimum of 5 years of relevant experience in the pharmaceutical sector, public health, or regulatory affairs is required. Experience working with international organizations or NGOs in a similar capacity is preferred. Candidates should have a proven track record of conducting policy analysis and engaging with stakeholders in the healthcare sector.
Languages: Fluency in Portuguese and English is mandatory. Proficiency in Spanish is highly desirable, as it will facilitate communication and collaboration across the Americas region. Knowledge of additional languages relevant to the region is a plus.
Additional Notes: This position is a full-time role under a short-term contract lasting 12 months, with the possibility of extension based on performance and organizational needs.
