Job Overview:
The Programme Analyst (Technical Projects) will play a crucial role in supporting the implementation of the Periferia Viva – Santo André/Nova Centreville project. This position requires a professional who can provide technical advice and support for various activities related to urban development and housing. The analyst will work closely with municipal governments and local partners to ensure that the project meets its objectives in terms of deadlines, budget, and quality. The role involves a combination of technical, administrative, and managerial responsibilities, including the preparation of project documents, participation in local meetings, and coordination of project activities. The analyst will also be responsible for ensuring that the project addresses physical, legal, and social aspects in its action plan, thereby contributing to the overall goal of improving living conditions in the targeted areas. The position requires a proactive approach to problem-solving and the ability to communicate effectively with diverse stakeholders.

Duties and Responsibilities:
The Programme Analyst (Technical Projects) will have a comprehensive set of responsibilities, including but not limited to: providing technical advice and support for project activities; assisting municipal governments with the preparation of terms of reference and analysis of resettlement projects; participating in local meetings and maintaining communication with counterparts; coordinating the implementation of the project’s work programme; performing technical reviews of engineering and architecture project documents; developing technical documents based on community input; conducting technical activities to ensure project objectives are met; identifying and mitigating risks; documenting meetings and preparing reports; and participating in missions as requested. The analyst will also be responsible for completing required training and ensuring compliance with United Nations security" style="border-bottom: 1px dotted #007bff !important;">security protocols.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Architecture and Urbanism, Civil Engineering, or related fields, along with a postgraduate degree in relevant areas such as Civil Engineering or Urban Planning. Additionally, candidates should have a minimum of seven years of experience in interventions in peripheral territories in Brazil, particularly in slum upgrading projects. Experience with sustainable urban development projects and previous work within the United Nations System is desirable. Strong computer skills, including proficiency in Microsoft Office and GIS software, are required, along with good knowledge of project management methodologies.

Educational Background:
The educational requirements for this position include a Bachelor’s degree in a relevant field such as Architecture, Urbanism, or Civil Engineering. A postgraduate degree (either Lato Sensu or Stricto Sensu) in related fields is also required, or alternatively, candidates may qualify with an additional four years of relevant experience beyond the basic educational requirements. This educational background is essential for understanding the complexities of urban development and housing issues that the Programme Analyst will address.

Experience:
The position requires a minimum of seven years of relevant work experience, particularly in interventions in peripheral territories in Brazil. Candidates should have a strong background in slum upgrading projects and sustainable urban development initiatives. Experience working with governmental and non-governmental organizations, especially within the context of the United Nations, is highly desirable. This level of experience is crucial for effectively managing the responsibilities associated with the Programme Analyst role.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary language of communication in Brazil. Additionally, working knowledge of English and Spanish is desirable, given that English and French are the working languages of the United Nations Secretariat, and Spanish is used in the Regional Office. Proficiency in these languages will facilitate communication with diverse stakeholders and enhance the effectiveness of the Programme Analyst's work.

Additional Notes:
The contract for this position is expected to last for three months, with the possibility of extension based on performance and availability of funds. The position is on a local basis, and only Brazilian nationals or candidates with a permanent visa in Brazil may apply. The remuneration will be based on the UNOPS Salary Scale (LICA 4). The consultant must be available for travel within Brazil as required by the Head of the Brazil Office, and all travel will be coordinated and financed by UN-Habitat according to United Nations travel guidelines.
