Job Overview:
The Technical Manager will play a crucial role in co-leading the implementation of a project aimed at enhancing urban resilience in the State of Rio de Janeiro. This position requires close collaboration with UN-Habitat’s operational and technical teams to ensure that project activities align with the Sustainable Development Goals and the New Urban Agenda. The Technical Manager will be responsible for coordinating urban and climate resilience awareness activities, preparing and reviewing deliverables, and ensuring effective communication with local partners. The role also involves monitoring project implementation, identifying capacity-building needs, and documenting successful practices. The Technical Manager will report to the Head of the Brazil Office and will be expected to maintain relationships with various stakeholders to support project objectives.

Duties and Responsibilities:
The Technical Manager will have a comprehensive set of responsibilities, including: coordinating urban and climate resilience activities, preparing work plans and reports, ensuring program implementation aligns with established goals, establishing monitoring systems, mitigating risks, providing technical support for localizing international agreements, maintaining documentation of program activities, and facilitating communication with local partners. Additional duties include identifying capacity-building needs, monitoring project expenditures, documenting implementation processes, organizing trainings and workshops, and attending relevant meetings to enhance the project's visibility. The Technical Manager will also undertake any other duties as assigned by the supervisor, ensuring compliance with UN security" style="border-bottom: 1px dotted #007bff !important;">security protocols and completing required training courses.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Architecture and Urbanism, Environmental Engineering, Geography, or related fields. Alternatively, candidates with an additional three years of relevant experience beyond the educational requirement will also be considered. A postgraduate degree in Civil Protection, Disaster Risk Management, Climate Change Adaptation, or related fields is desirable. Candidates should demonstrate strong project coordination skills, technical advisory experience, and community mobilization capabilities related to urban development or disaster risk management in Brazil. Experience in public policies, sustainability, and stakeholder coordination is essential, while experience with climate change and disaster risk reduction is preferred. Previous experience within the UN System is also desirable.

Educational Background:
A Bachelor’s degree in a relevant field such as Architecture and Urbanism, Environmental Engineering, or Geography is required. A postgraduate degree in related fields is considered an asset. Candidates must also have a strong educational background that supports their ability to manage urban development projects effectively.

Experience:
A minimum of three years of experience in project coordination, team leadership, technical advisory roles, or community mobilization in urban development or disaster risk management is required. Candidates should have professional experience related to public policies, sustainability, and urban development, with a preference for those who have experience in climate change and disaster risk reduction. Previous work within the UN System is advantageous and will be viewed favorably.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary working language in Brazil. Working knowledge of English and Spanish is desirable, as English and French are the working languages of the United Nations Secretariat, and Spanish is used in the Regional Office.

Additional Notes:
The position is based in Brazil and is open only to nationals or candidates with a permanent visa. The contract is for six months, with the possibility of extension based on performance and funding availability. The consultant will be responsible for their own security and must comply with UN security protocols. The role requires travel within Brazil as necessary, with travel expenses covered by UN-Habitat according to UN travel guidelines. The salary is based on the SB-3/2 UNPD Brazil Salary Scale.
