Job Overview: The director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of the Integrated Resources Management Section at UN Women plays a pivotal role in overseeing the organization's financial governance and resource allocation strategies. Reporting to the Chief Financial Officer (CFO), this position is responsible for managing UN Women's substantial annual resource envelope of $500 million. The incumbent will ensure that financial resources are strategically aligned with programmatic priorities and the organization's Strategic Plan. This role involves high-level representation in inter-agency finance networks and requires a deep understanding of UN financial regulations and governance structures. The Deputy Director will also lead the Integrated Budget Management Unit, providing strategic direction and ensuring compliance with established policies and procedures.
Duties and Responsibilities:
Lead and manage the Integrated Budget Management Unit, ensuring alignment with UN Women’s financial governance frameworks.
Support the CFO in high-level representation within inter-agency finance and budget networks.
Develop and maintain UN Women’s policies and procedures related to resource planning and budgeting.
Oversee the development of Resource Planning Frameworks that enable holistic financial planning.
Direct the preparation of the Programme Budget and Integrated Budget in alignment with strategic priorities.
Provide corporate oversight of resource planning and budget management processes.
Monitor compliance with internal budget allocations and propose adjustments as necessary.
Drive innovation in integrated resource and budget management, promoting best practices and technological solutions.
Manage the performance of personnel under supervision and promote a respectful workplace culture. 1
Establish enterprise-level financial risk management frameworks and ensure institutional readiness for audits.
A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
An accounting qualification (ACA, CPA, CIMA, etc.) is considered an asset.
Minimum 15 years of progressively responsible experience in financial planning, budgeting, and resource management in large international organizations, with at least 5 years at senior management level.
Proven track record of managing budgets and providing strategic financial leadership in multi-country environments.
Experience in leading organizational change initiatives related to financial systems and budget restructuring is highly desirable.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as Finance, Business Administration, Public Administration, or Economics. A first-level university degree combined with additional qualifying experience may also be considered. An accounting qualification is an asset, enhancing the candidate's profile for this senior role.
Experience: The position requires a minimum of 15 years of progressively responsible experience in financial planning, budgeting, and resource management, particularly within large, complex international organizations. Candidates should have at least 5 years of experience at a senior management level, demonstrating their ability to lead and manage financial operations effectively. Experience in the UN Common System or similar multilateral organizations is highly desirable, especially regarding assessed and voluntary funding mechanisms.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance the candidate's qualifications.
