Job Overview:
The Programme Associate plays a crucial role in supporting the design, planning, and management of UNFPA’s country programme. This position involves managing data inputs, providing logistical and operational support, monitoring project implementation progress, and following up on recommendations. The Programme Associate will contribute to the effective delivery of activities across diverse programme areas, ensuring alignment with UNFPA’s strategic priorities. Reporting to the designated Programme Specialist, the Programme Associate will facilitate the implementation of the new 7th country programme (2024-2028), which focuses on advancing UNFPA’s transformative results: ending maternal deaths, addressing unmet needs for family planning, and combating gender-based violence. The role requires the application of established systems and procedures, as well as the creation of knowledge through the compilation, synthesis, and analysis of relevant information.

Duties and Responsibilities:
The Programme Associate will be responsible for a variety of tasks, including: Participating in the formulation of the country programme and component projects by compiling and analyzing information relevant to UNFPA’s role in the country, drafting project documents and work plans, and preparing tables and statistical data. Supporting the evaluation of project and programme activities by establishing assessment methods, conducting field visits, participating in review meetings, and preparing regular inputs for status and progress reports. Guiding the routine implementation of assigned projects and activities in coordination with national counterparts and project personnel, ensuring the delivery of project inputs and the participation of national counterparts in training activities and study tours. Providing logistical support for programme activities by coordinating meetings, workshops, and events. Training and guiding project personnel and staff on national execution and programme policies and procedures. Supporting advocacy and resource mobilization efforts by maintaining a network of donor and public information contacts, organizing donor meetings, and preparing relevant background materials. Assisting in implementing knowledge management and communications strategies to capture lessons learned and best practices for future planning.

Required Qualifications:
Candidates must possess completed Secondary Level Education as a minimum requirement. A first-level university degree in management, finance, economics, or other social sciences related disciplines is desirable. Additionally, candidates should have a minimum of six years of relevant experience in programme/project management and administration. Proficiency in current office software applications and corporate IT systems is essential. Previous experience in the UN system is an advantage, along with strong interpersonal and organizational skills, and good writing and communication abilities.

Educational Background:
The educational background required for this position includes completed Secondary Level Education as a baseline. A first-level university degree in management, finance, economics, or other related social sciences is preferred, indicating a solid foundation in relevant fields that support the responsibilities of the Programme Associate role.

Experience:
The position requires a minimum of six years of relevant experience in programme or project management and administration. This level of experience is necessary to ensure that the Programme Associate can effectively contribute to the planning, implementation, and evaluation of UNFPA’s country programme and projects, as well as manage the associated logistical and operational tasks.

Languages:
Fluency in both written and spoken English and Khmer is mandatory for this position. Knowledge of other official UN languages is considered desirable, as it may enhance communication and collaboration within the UN system and with diverse stakeholders.
