Job Overview: The Associate Director, Head of Bilaterals, Philanthropics and SSF plays a crucial role in managing and coordinating the Bank’s bilateral and multi-donor funds and relationships. This position is pivotal in ensuring that the EBRD can mobilize donor support effectively, which is essential for fulfilling its transition mandate and business plans. The Associate Director will be responsible for setting strategic directions and operational priorities for engaging with bilateral and philanthropic/private sector donors. This includes building and nurturing productive relationships with a diverse community of donors, identifying opportunities for engagement, and implementing strategies to mobilize donor support aligned with the Bank’s priorities. The role also involves overseeing the management of donor funds and ensuring compliance with donor requirements, thereby contributing to the Bank's overall mission of promoting sustainable development and economic growth in its regions of operation.
Duties and Responsibilities: The Associate Director will be responsible for a wide range of duties, including but not limited to:
Building and maintaining strategic relationships with the Bank’s community of donors to ensure mutually beneficial engagement.
Designing and delivering effective donor fundraising strategies, including preparing compelling fundraising pitches and organizing tailored fundraising opportunities.
Overseeing the establishment of bilateral and multi-donor cooperation funds, ensuring effective delivery terms and compliance with donor expectations.
Managing the Shareholder Special Fund (SSF) and ensuring it operates effectively, including the development of annual work plans and internal guidelines.
Communicating effectively with donors to enhance the Bank’s visibility and advocate for its needs.
Establishing internal coordination mechanisms to support user teams in accessing donor funds.
Providing stakeholders with access to key financial information and analysis regarding the Bank’s donor portfolio.
Leading and managing a team of fund managers, ensuring staff development and adherence to the Bank’s values and competencies.
Required Qualifications: Candidates must possess a deep understanding of the global development agenda, including trends and policies in development finance. They should have excellent networking and partnership skills, with a proven ability to build effective relationships with multiple stakeholders. Strong communication, marketing, and negotiation skills are essential, along with a strategic mindset and operational understanding. Candidates should also demonstrate excellent organizational and problem-solving abilities, as well as managerial skills to lead and motivate a team. Proficiency in English, both written and spoken, is mandatory, and candidates should be computer literate, particularly in Microsoft Office applications.
Educational Background: A post-graduate (Masters) qualification in international development, international relations, economics, finance, or a related discipline is required for this position. This educational background will provide the necessary foundation for understanding the complexities of donor relations and the financial instruments used in development finance.
Experience: Extensive experience in building and managing donor relations is essential, with a proven track record in mobilizing donor funds for blended finance structures and designing compelling fundraising strategies. Candidates should have substantial experience in managing large donor-funded portfolios and a thorough understanding of the donor project management cycle. Experience in leading teams and managing people is also crucial, as the Associate Director will be responsible for guiding and supporting staff in their roles.
