Job Overview:
The National Consultant on Population Ageing will play a crucial role in supporting designated ageing focal points and building the capacities of line ministries and other agencies responsible for addressing issues related to population ageing and older persons. The consultant will assist target countries, particularly Mongolia, in reviewing their ageing policies and preparing for the Fifth Review and Appraisal of the Madrid International Plan of Action on Ageing (MIPAA). This position involves enhancing digital inclusion for older persons by localizing the ESCAP digital literacy toolkit and drafting a paper on active longevity centers in Mongolia. The consultant will be expected to engage with various stakeholders, including government officials and older persons, to ensure that the national survey on ageing policies is comprehensive and reflective of the local context. The role requires a deep understanding of the challenges and opportunities presented by an ageing population, as well as the ability to facilitate consultations and coordinate data collection efforts.

Duties and Responsibilities:
The National Consultant will be responsible for a wide range of duties, including: 1) Collaborating with the national ageing focal point to review the survey questionnaire and develop a plan of activities for stakeholder consultations; 2) Compiling a list of stakeholders to be involved in the national review exercise; 3) Coordinating with relevant ministries and stakeholders to gather qualitative and quantitative data for the survey; 4) Attending and facilitating technical and coordination meetings as necessary; 5) Assisting the national focal point in drafting and finalizing survey responses based on collected data; 6) Organizing stakeholder consultations to validate the draft national survey response; 7) Revising and finalizing the national survey response post-consultation; 8) Completing additional tasks to support the national focal point in the survey response process; 9) Reviewing and translating the ESCAP digital literacy toolkit to align with local language and cultural context; 10) Conducting a pilot session to test the localized toolkit with older persons and stakeholders, and finalizing materials based on feedback.

Required Qualifications:
Candidates must possess an advanced degree in social sciences or related fields such as economics, demography, or gerontology. A proven track record of policy-focused research and consultancy activities on population ageing and the situation of older persons at the national level is essential. Candidates should have a strong understanding of population ageing issues and relevant experience working on projects or publications for international organizations. Familiarity with the Madrid International Plan of Action on Ageing (MIPAA) and the 2030 Agenda for Sustainable Development is advantageous.

Educational Background:
An advanced degree in social sciences, economics, demography, gerontology, or a related field is required for this position. This educational background is crucial for understanding the complexities of population ageing and the associated policy implications.

Experience:
Candidates should have substantial experience in policy-focused research and consultancy related to population ageing and older persons. This includes a demonstrated history of relevant work, projects, or publications, particularly in collaboration with international organizations. Experience in conducting stakeholder consultations and coordinating data collection efforts is also important.

Languages:
Fluency in both English and the local language is mandatory for this position. Candidates should possess excellent analytical, written, and social communication skills to effectively engage with stakeholders and facilitate consultations.
