Job Overview:
The Programme Manager will play a crucial role in managing the Global Fund grants aimed at improving health outcomes in Burundi, particularly in the areas of HIV, TB, and malaria. This position requires effective management of grant planning and implementation, ensuring compliance with UNDP and Global Fund standards. The Programme Manager will be responsible for fostering strategic partnerships with national stakeholders and international partners, providing policy advice, and facilitating knowledge sharing to empower local entities for long-term sustainability. The role also involves proactive engagement in capacity development initiatives and ensuring that programmatic goals align with national health priorities while addressing the social, cultural, and economic determinants of health.

Duties and Responsibilities:
1) Ensure effective management of the Global Fund programme, including oversight of grants’ planning and implementation, coordination of administrative and financial aspects, monitoring and evaluation of the programme, and ensuring compliance with grant agreements. 2) Create strategic partnerships and support resource mobilization by maintaining relationships with various stakeholders, coordinating national strategic planning processes, and ensuring continuity with other health initiatives. 3) Provide policy advice and strategic technical guidance to the Ministry of Health and other partners, ensuring integration of the Global Fund Programme into national strategic documents. 4) Facilitate capacity building and knowledge sharing among national partners, ensuring access to necessary tools and resources for effective implementation of Global Fund programmes. 5) Perform other duties as necessary for the efficient functioning of the Office and the Organization, including supervision and performance management of the Global Fund team.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Public Administration, Economics, International Development, Business Administration, Political Sciences, Social Sciences, Medical & Health Sciences, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned fields combined with an additional two years of qualifying experience will be considered. Candidates should have a minimum of 10 years of relevant experience at the national and/or international level in leading complex programme implementations, with experience in developing countries being an asset. Demonstrated experience working with UN/UNDP and in multi-stakeholder contexts is desired, along with experience in capacity building and resource mobilization.

Educational Background:
An advanced university degree (master’s degree or equivalent) in relevant fields is required. A first-level university degree (bachelor’s degree) may be accepted if accompanied by additional qualifying experience. This educational background is essential for understanding the complexities of public administration, health systems, and international development.

Experience:
Candidates should have a minimum of 10 years of relevant experience if they hold a master’s degree, or 12 years if they hold a bachelor’s degree. This experience should include leading the implementation of complex programmes, preferably in developing countries. Experience working with UN/UNDP is highly desirable, as is experience with Global Fund Grants and in capacity building of national counterparts.

Languages:
Fluency in French and English, both written and oral, is required for this position. Proficiency in these languages is essential for effective communication with stakeholders and partners in the region.
