Job Overview:
The consultant will play a crucial role in strengthening the capacity of the Burundian health system to anticipate, prevent, and respond effectively to the impacts of climate change on health. The specific objectives include assessing the impacts of climate change on health in Burundi and developing a national adaptation strategy for the health system. The consultant will conduct a comprehensive evaluation and modeling of climate change impacts, focusing on key climate-health risks, priority diseases, and the vulnerability of the health system. This will involve utilizing available data and plausible climate scenarios to produce actionable results for health system planning and adaptation. The consultant will also be responsible for mobilizing national stakeholders, collecting and validating local data, and facilitating access to information and institutions.

Duties and Responsibilities:
The consultant's duties will include: conducting an integrated assessment of climate change impacts on health in Burundi, analyzing climate and health trends, identifying vulnerabilities in populations and the health system, and evaluating existing adaptation capacities. The consultant will map key climate-health risks, prioritize geographical areas and vulnerable populations, and assess the preparedness and resilience of the Burundian health system against climate risks. They will analyze the integration of health issues into national climate change and development policies, and formulate recommendations for strengthening these policies. Additionally, the consultant will develop and apply climate and epidemiological modeling approaches to project future climate impacts on health, including potential changes in pathogens and vectors, and support health system planning. The consultant will also be involved in developing a national adaptation strategy for the health system based on the assessment results, ensuring a multisectoral and operational approach.

Required Qualifications:
The consultant must possess technical expertise in public health and epidemiology, with a strong understanding of climate change and vulnerability analysis tools. They should have experience in health risk analysis, climate modeling, and strategic planning. Proven experience in developing and implementing strategies is essential, and prior experience in conducting similar assessments will be considered an asset. The consultant should also demonstrate excellent analytical and technical writing skills, with a strong understanding of the links between climate change and health.

Educational Background:
Essential qualifications include a master's degree in public health, epidemiology, climatology, environmental science, or related fields. A doctoral degree in these areas is desirable, as it indicates a higher level of expertise and research capability.

Experience:
The consultant should have a minimum of 5 years of experience in public health and/or climate change-related projects. They must have demonstrated experience in data collection, analysis, and interpretation, as well as a good understanding of the Burundian health system.

Languages:
Essential language requirements include fluency in French, with expert knowledge of both French and Kirundi. Intermediate knowledge of English and Kiswahili is desirable, as it may facilitate communication with international partners and stakeholders.

The consultant will be contracted at category C2, level C of the UN circular for national consultants, with a monthly fee of BIF 10,455,41

• The mission is expected to last approximately three months, from August to October, with a schedule to be validated with the consultants. The consultant may be required to travel within the country to health facilities.
