Job Overview: The International Operations Manager (IOM) plays a crucial role in ensuring the effective management and operational efficiency of the UNFPA Country Office in Burundi. Reporting directly to the Representative, the IOM is responsible for providing leadership and guidance on all aspects of office management and operations. This includes overseeing administrative staff, ensuring compliance with corporate policies, and facilitating program implementation by addressing the operational needs of various projects. The IOM is also a key member of the Country Senior Management Team, contributing to strategic decision-making and resource mobilization efforts. The position requires a proactive approach to managing office resources, fostering collaboration between operations and programs, and ensuring that the office meets its objectives in a rapidly changing environment.
Duties and Responsibilities: The IOM's duties and responsibilities encompass a wide range of operational and administrative functions. Key responsibilities include:
Ensuring the smooth functioning of the Country Office by providing operational support to the Representative and program teams.
Overseeing staffing requirements and participating in review meetings to assess the operational capacities of implementing partners.
Analyzing project inputs and ensuring compliance with corporate financial, procurement, and HR policies.
Maintaining effective communication between the Country Office and regional/hq offices.
Supervising administrative staff and ensuring compliance with established procedures.
Participating in UN inter-agency meetings to advocate for UNFPA's interests.
Contributing to advocacy, policy dialogue, and resource mobilization efforts.
Establishing a harmonious working environment and promoting a performance-based culture. 1
Performing other job-related duties as assigned by the UNFPA Representative.
Required Qualifications: Candidates must possess an advanced degree (Master’s) in business administration, public administration, finance, human resources, information technology, or a related field. Additionally, candidates should have at least five years of progressively responsible professional experience in administration, finance, or office management. A thorough understanding of UN Staff Rules and Regulations, HR management policies, financial rules, and procurement processes is essential. Strong analytical and leadership skills, along with excellent verbal and written communication abilities, are also required. Proficiency in current office software applications and corporate IT systems is necessary for this role.
Educational Background: The educational background required for the International Operations Manager position includes an advanced degree (Master’s) in relevant fields such as business administration, public administration, finance, human resources, or information technology.
