Job Overview:
The International Consultant for CPD Development will play a crucial role in supporting the Country Programme development process. This position involves various phases, including document review, facilitation of programmatic discussions, and documentation of key papers. The consultant will be expected to engage with multiple stakeholders, ensuring that the development process is comprehensive and inclusive. The role requires a strong understanding of UNICEF's planning processes and the ability to facilitate high-level strategic discussions effectively. The consultant will also need to demonstrate strong analytical, synthesis, and writing skills, as well as the ability to work in complex environments with multiple stakeholders.

Duties and Responsibilities:

• Conduct thorough document reviews to inform the Country Programme development process.
• Facilitate programmatic discussions among stakeholders to gather insights and build consensus.
• Document key papers and findings from discussions to support the development of the Country Programme.
• Collaborate with UNICEF teams to ensure alignment with organizational goals and strategies.
• Provide strategic advice and recommendations based on evidence and best practices in program planning and development.
• Engage with various stakeholders, including government representatives, NGOs, and community organizations, to gather diverse perspectives.
• Ensure that the development process is inclusive and considers the rights and needs of all children, particularly the most disadvantaged.
• Prepare and present reports and documentation to UNICEF leadership and stakeholders as required.

Required Qualifications:

• Advanced university degree (Master’s degree) in development studies, social sciences, public policy, or a related field.
• Minimum of 10 years of relevant professional experience in programme planning and development.
• Strong experience with UNICEF planning processes, particularly in CPD development.
• Proven ability to facilitate high-level strategic discussions and build consensus among diverse stakeholders.
• Excellent analytical, synthesis, and writing skills.
• Ability to work effectively in complex, multi-stakeholder environments and manage competing priorities.

Educational Background:
Candidates must possess an advanced university degree, specifically a Master’s degree, in fields such as development studies, social sciences, public policy, or a related area. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to engage in complex programmatic discussions and contribute effectively to the development of the Country Programme.

Experience:
The position requires a minimum of 10 years of relevant professional experience in programme planning and development. Candidates should have a strong track record of working with UNICEF planning processes, particularly in the context of Country Programme development. Experience in facilitating high-level strategic discussions and working in multi-stakeholder environments is crucial for success in this role.

Languages:
Fluency in both French and English is mandatory for this position. This bilingual requirement is essential to facilitate effective communication and collaboration with diverse stakeholders in the development process. Knowledge of additional languages may be considered an asset but is not mandatory.

The contract duration for this consultancy is 6.5 months, and the working arrangement includes both remote work and travel as necessary.
