Job Overview:
The position of Consultant National Chargé des Questions Transversales involves conducting a comprehensive evaluation of the integration of UN principles across three strategic priorities and five expected outcomes of the UN Sustainable Development Cooperation Framework (UNSDCF) for Burundi. The consultant will work within a multidisciplinary team to assess the effectiveness of the UNSDCF in contributing to national development goals and the Sustainable Development Goals (SDGs). The role requires a deep understanding of gender-sensitive evaluation methodologies and the ability to analyze data disaggregated by various demographic factors. The consultant will also be responsible for ensuring that the evaluation process is participatory and inclusive, engaging with marginalized groups and stakeholders to gather insights and feedback.

Duties and Responsibilities:
The consultant will be responsible for the following duties:
  • Conduct an in-depth analysis of the integration of gender-based approaches, human rights, youth inclusion, and peacebuilding in the design and implementation of the UNSDCF.
  • Evaluate the effectiveness of targeting vulnerable and marginalized groups, ensuring adherence to the principle of 'Leave No One Behind' (LNOB).
  • Assess the mechanisms for monitoring and reporting within the UNSDCF to document results related to human rights, gender equality, and LNOB.
  • Identify and document lessons learned, best practices, innovations, and significant changes in promoting women's rights, gender equality, and human rights.
  • Ensure that data collection tools are gender-sensitive, participatory, and ethical, allowing for the disaggregation of data by sex, age, disability status, and other relevant factors.
  • Conduct consultations with human rights institutions, women's associations, youth organizations, and marginalized groups to gather their perspectives on data collection challenges and opportunities.
  • Contribute to the final evaluation report by drafting the chapter on transversal criteria and ensuring the systematic integration of LNOB dimensions throughout the report.
  • Evaluate the report's compliance with UN evaluation quality standards regarding gender and human rights.
  • Document transformative results, success factors in women's rights and human rights, and their potential for replication and scaling up.

Required Qualifications:
The position requires the following qualifications:
  • A Master's degree in Gender Studies, Human Rights, Sociology, law" style="border-bottom: 1px dotted #007bff !important;">International Law, or Social Sciences.
  • At least 10 years of proven experience in promoting, analyzing, or evaluating gender-focused projects, human rights, and social inclusion in Burundi.
  • Proficiency in gender-sensitive evaluation methodologies (UNEG/UN-SWAP standards).
  • Excellent knowledge of civil society actors and local community dynamics.
  • Expertise in facilitating ethical and inclusive focus group discussions.

Educational Background:
Candidates must possess a higher university degree (Master's level) in relevant fields such as Gender Studies, Human Rights, Sociology, International Law, or Social Sciences. This educational background is essential to ensure a comprehensive understanding of the issues at hand and the ability to engage with complex social dynamics.

Experience:
Candidates should have a minimum of 10 years of relevant professional experience in areas related to gender, human rights, and social inclusion. This experience should include a strong focus on evaluation and analysis of projects that address these themes, particularly within the context of Burundi.

Languages:
Fluency in French and Kirundi is mandatory for this position. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with diverse audiences.

Additional Notes:
The consultancy is expected to last for a total of 32 working days between August and November 2026, divided into various phases including document review, field data collection, analysis, stakeholder workshops, and report finalization. The position is part-time and may involve remote work during the initial phases. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations.
