Job Overview:
The Regional Mental Health and Psychosocial Support (MHPSS) Department Head/Expert will be responsible for ensuring the quality, relevance, and technical innovation of the MHPSS strategy and interventions in the intervention area, adhering to ACF and international standards as well as national policies. This role will also support field teams to guarantee the technical quality and relevance of ACF's interventions, particularly concerning the MHPSS component of the RESILAC project. The position involves providing contextual analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis to headquarters and the RESILAC project, contributing to strategic orientation and harmonization of approaches, and ensuring project management oversight, advocacy, and reporting for the RESILAC project. Additionally, the role includes providing technical support to country offices in the intervention area and RESILAC country teams, promoting and evaluating the technical quality of interventions and accountability of the RESILAC program, participating in human resource management within the professional field and the RESILAC program, and developing the technical expertise of teams. The position also requires coordinating the identification of needs and formulating project proposals, ensuring ACF's active participation in national sector coordination, technical platforms, and developing sectoral partnerships, promoting capitalization, development, and research within the MHPSS department, and ensuring the confidentiality of data collected during MHPSS activities.

Duties and Responsibilities:

  • Provide technical support to country offices in the intervention area and to RESILAC country teams.

  • Participate in human resource management within the professional field and the RESILAC program, developing the technical expertise of teams.
  • Coordinate the identification of needs and formulation of project proposals.
  • Ensure ACF's active participation in national sector coordination and technical platforms, developing sectoral partnerships.
  • Promote capitalization, development, and research within the MHPSS department.
  • Guarantee and ensure the confidentiality of data collected during MHPSS activities.

Required Qualifications:
Candidates must hold a higher education degree (Bac+5) in Clinical Psychology or Psychiatry. They should have at least 3 years of experience in the humanitarian field, including 1 year in a coordination position, and possess solid knowledge in humanitarian psychology. Significant experience in team management is essential, and prior field experience with ACF is a plus. Excellent command of both French and English, both spoken and written, is required for this position.

Educational Background:
A higher education degree (Bac+5) in Clinical Psychology or Psychiatry is mandatory for this position. This educational background is crucial for understanding the complexities of mental health and psychosocial support in humanitarian contexts.

Experience:
The position requires a minimum of 3 years of experience in the humanitarian sector, with at least 1 year in a coordination role. Candidates should have a strong background in humanitarian psychology and significant experience in team management. Experience in the field with Action contre la Faim is considered an advantage.

Languages:
Fluency in French and English is mandatory for this position, both in oral and written communication. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The employment conditions include a fixed-term contract under French law for 6 months. The gross monthly salary ranges from 2597 to 2968 euros depending on experience, including a 13th-month salary. Additional benefits include an expertise bonus of 200 euros, a regional bonus of 148 euros, and a 16% reimbursement of gross monthly salary for non-French resident citizens' retirement insurance. Salary increases by 6% every 12 months of continuous contract. Monthly per diem and living expenses amount to 552 euros net while on the ground, along with a monthly context allowance of 300 euros and a child allowance of 1500 euros per year for each child present in the home country (with a ceiling of 6000 euros/year). Transport and housing provisions include individual housing rent and associated charges, with a flat allowance of 700,000 XAF/month paid on the ground. Medical coverage includes 100% coverage of health contributions and repatriation insurance, as well as medical expenses up to 1 month after the end of the contract. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days per year, with coverage for travel to the chosen break area and a flat allowance of 215 euros per RnR.
