Solidarités International (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting vital needs such as access to drinking water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. The organization operates in more than 20 countries and employs around 2,500 people, including expatriates, national staff, and volunteers. SI has been active in the Democratic Republic of the Congo (DRC) since 2001, addressing humanitarian needs and participating in the fight against epidemics. The DRC mission employs an average of 210 staff, including 21 expatriates, and is involved in various sectors including security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, water, hygiene, sanitation, and cash assistance. SI aims to expand its operations and develop its program portfolio in the DRC, with a financial volume projected to exceed 25 million USD by 2026.

Job Overview:
The Coordinator for Water, Hygiene, and Sanitation (EHA) serves as the technical reference for the mission. This position involves contributing to the development of Solidarités International's strategy by proposing a sectoral strategy in the EHA domain. The coordinator is responsible for ensuring the quality and relevance of the technical approaches proposed, aligning EHA activities with the organization's general objectives and the needs of the populations served. The role includes coordinating the project cycle, particularly the operational monitoring of EHA programs implemented in the country. The coordinator will lead the sectoral positioning of SI within the EHA cluster and pilot the revision of EHA sectoral approaches. Additionally, the coordinator will contribute to the capitalization and improvement of EHA methods and techniques used by Solidarités International.

Duties and Responsibilities:
The primary duties and responsibilities of the EHA Coordinator include:
  • Leading EHA projects within the mission and ensuring their successful implementation.
  • Strengthening sectoral engagement with the WASH cluster and other humanitarian coordination frameworks.
  • Ensuring a strategic positioning of SI within the WASH cluster and working groups.
  • Participating in project writing during the project proposal season and preparing various activity reports due in January and February.
  • Familiarizing oneself with the EHA mission strategy for 2025 and leading ongoing and upcoming initiatives, including the EHA strategy for 2026/2031 and the review of sectoral approaches.
  • Operational monitoring of ongoing EHA programs.
  • Maintaining SI's role as a focal point for EHA in intervention areas and in cholera working groups.
  • Promoting new sectoral approaches and remaining a key player in emergency EHA interventions.
  • Increasing operational volume through diversified funding and extending intervention areas. 1
  • Addressing specific challenges related to security and community acceptance in volatile regions.

Required Qualifications:
Candidates must possess a higher education degree in hydraulic engineering, civil engineering, rural development, construction/public works, public health, or project management. A minimum of 5 years of experience in the humanitarian sector is required, with at least 5 years in a similar position. Candidates should have a strong technical knowledge and experience in WASH (both hard and soft components), as well as familiarity with the construction of water facilities and sanitation systems. Knowledge of community mobilization and hygiene promotion methodologies is essential. Candidates should also demonstrate excellent project cycle management skills, the ability to develop relevant monitoring tools, and strong organizational and communication skills. Experience in epidemic responses (cholera, Ebola, Mpox, etc.) and a good understanding of public health are also required.

Educational Background:
A university degree in hydraulic engineering, civil engineering, rural development, construction/public works, public health, or project management is required for this position. This educational background is essential to ensure that the candidate has the necessary technical knowledge and skills to effectively manage water, hygiene, and sanitation projects in humanitarian contexts.

Experience:
Candidates should have a minimum of 5 years of experience in the humanitarian sector, with at least 5 years in a similar role. This experience should include a strong technical background in WASH, as well as practical experience in managing projects related to water supply, sanitation, and hygiene promotion in emergency and development settings. Experience in leading teams and managing multi-dimensional projects is also crucial.

Languages:
Fluency in French is mandatory, while proficiency in English and Swahili is considered an asset. The ability to communicate effectively in these languages is essential for coordinating with local communities, stakeholders, and international partners.

The position is a short-term contract with a duration of 12 months, starting on February 15, 202
  • The salary is based on experience, starting from EUR 2860 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 800 is provided. SI covers housing costs and travel expenses between the expatriate's home country and the duty station. During the mission, a work and leave alternation system is in place, allowing for 7 working days off every three months, along with an additional rest day for each month worked. Expatriates receive comprehensive health insurance covering medical expenses, including dental and optical care, as well as repatriation costs. Vaccination and malaria treatment expenses are reimbursed. Living conditions include accommodation in guest houses with private rooms and bathrooms, access to varied and quality food, and opportunities for recreational activities. Security measures are in place, with evolving rules based on the context, including curfews that may change according to the area. Due to the ongoing MVE epidemic, certain restrictions currently apply in Goma, where the position is based, but these rules will be reviewed as the situation stabilizes.
