Job Overview:
The Group Chief Economist at the EIB will play a pivotal role in shaping the economic vision and strategic direction of the organization. This position requires a deep understanding of economic policy and the ability to conduct world-class economic analysis that informs decision-making at the highest levels. The successful candidate will lead a team of economists, providing high-level advisory support to senior management and ensuring that economic insights are integrated into the EIB's investment policies and operational priorities. The role also involves external representation, acting as the EIB's lead economic spokesperson and engaging with various stakeholders, including EU institutions and international financial organizations. The Group Chief Economist will be responsible for delivering high-quality, policy-relevant economic analysis that supports the EIB's strategic objectives and operational priorities.

Duties and Responsibilities:
  • Define and steer the EIB Group’s economic work programme, ensuring alignment with business priorities and EU policy objectives.
  • Provide authoritative economic analysis on investments made by the EIB Group.
  • Ensure high-quality economic inputs into strategic documents and flagship products.
  • Serve as a trusted adviser to senior management on economic developments and policy priorities.
  • Provide analysis and briefings for senior leadership, including for high-level meetings.
  • Act as the EIB Group’s lead economic spokesperson at conferences and policy dialogues.
  • Develop and maintain a strong network with European institutions and the financial sector.
  • Lead and develop a high-performing team of economists, promoting a culture of impact and collaboration.
  • Manage resources responsibly and ensure efficient delivery of economic analysis and reports. 1
  • Participate in governing bodies and engage with senior management and external counterparts.

Required Qualifications:
  • A university degree equivalent to a Master’s degree, preferably in economics or a related field; a PhD is ideal.
  • A minimum of 15 years of relevant professional experience, including leadership roles in economic departments within government, international institutions, or multilateral development banks.
  • Proven track record as a thought leader with a strong publication record and impactful analytical work.
  • Experience in managing and coaching staff in multicultural environments.
  • Strong understanding of the EU policy ecosystem and investment policy agenda.
  • Excellent communication skills, with the ability to engage effectively with senior policymakers and stakeholders.

Educational Background:
Candidates must possess at least a Master’s degree in economics or a related field, with a preference for those holding a PhD. The educational background should reflect a strong foundation in economic theory and practice, as well as analytical skills necessary for high-level economic analysis and policy development.

Experience:
The ideal candidate will have a minimum of 15 years of relevant professional experience, including at least 10 years in managerial roles. Experience should include leading economic departments in government, international institutions, or multilateral development banks, with a focus on delivering policy-relevant analytical work that has demonstrable impact on strategy and operations.

Languages:
Fluency in English is mandatory, and proficiency in additional languages, particularly French or German, is considered an advantage. The ability to communicate effectively in multiple languages will enhance the candidate's ability to engage with diverse stakeholders across the EU and internationally.

This position is based at the EIB headquarters in Luxembourg and requires regular office presence. The appointment is for a term of up to five years, with the possibility of renewal or conversion based on applicable policies.
