The Regional Office for Asia and the Pacific (ROAP) is responsible for strategic program development, policy and technical advisory services, and quality assurance support to Multi-Country Offices (MCOs) and Country Offices (COs). It conducts regional research and data analysis, advises on norms and policies for achieving gender equality and women’s empowerment, and acts as a knowledge hub at the regional level, sharing evidence and innovative approaches. The Resilience Unit within ROAP focuses on advancing gender equality across climate action, disaster risk reduction, and humanitarian action, supporting various stakeholders to strengthen gender-responsive resilience in complex contexts. The EmPower programme, a flagship initiative, aims to create climate-resilient societies and requires robust program quality and implementation support as it moves into its final phase.

Job Overview:
The Programme Analyst on Gender and Climate Action will provide analytical, coordination, and technical support to the Resilience Unit at UN Women. This role involves supporting the implementation, monitoring, reporting, partner coordination, civil society engagement, knowledge management, and learning for the EmPower programme and related gender, climate, and resilience initiatives in Asia and the Pacific. The consultant will work under the supervision of the Programme Coordinator on Gender and Climate Action, focusing on enhancing program quality, tracking progress against workplans, and ensuring effective partner engagement. The position requires a proactive approach to identifying implementation bottlenecks, risks, and opportunities, as well as contributing to the preparation of various program-related documents and reports. The consultant will also facilitate coordination among UN Women, UNEP, and other stakeholders to ensure timely delivery and reporting of program activities.

Duties and Responsibilities:
  • Programme implementation, coordination, and analytical support: The consultant will support day-to-day program coordination and implementation follow-up for the EmPower programme and related initiatives. This includes tracking progress against annual workplans, coordinating inputs from various teams, preparing analytical updates on program progress, and contributing to annual work planning and program reviews.
  • Monitoring, reporting, evidence generation, and learning: The consultant will coordinate monitoring and reporting for the EmPower programme, ensuring alignment with results frameworks and donor requirements. This involves data collection, maintaining results trackers, preparing donor reports, and supporting evaluation processes.
  • Partner coordination, civil society engagement, and inclusive partnerships: The consultant will support coordination with program partners, including civil society organizations and grassroots actors. This includes monitoring partner implementation, providing guidance on results-based management, and documenting contributions to program results.
  • Knowledge management, learning, and evidence-based engagement: The consultant will develop knowledge products that document program results and facilitate learning sessions to share best practices and challenges. This includes preparing briefs, case studies, and analytical materials to support donor engagement and internal learning.

Required Qualifications:
The position requires a Master’s degree in development studies, gender studies, international relations, public policy, social sciences, monitoring and evaluation, climate change, disaster risk reduction, humanitarian action, environmental studies, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Candidates should have at least 2 years of progressively responsible experience in program implementation, monitoring, reporting, partner coordination, civil society engagement, or knowledge management in relevant contexts. Demonstrated experience in supporting monitoring and reporting processes, knowledge of climate change and disaster risk reduction, and experience coordinating with diverse stakeholders are essential. Candidates should also have strong analytical and communication skills, with the ability to synthesize information into clear reports and presentations.

Educational Background:
Candidates must possess a Master’s degree in a relevant field such as development studies, gender studies, international relations, public policy, social sciences, monitoring and evaluation, climate change, disaster risk reduction, humanitarian action, or environmental studies. Alternatively, a first-level university degree in a relevant field, combined with two additional years of qualifying experience, may be accepted in lieu of an advanced degree.

Experience:
Candidates should have at least 2 years of progressively responsible experience in areas such as program implementation, monitoring, reporting, results-based management, partner coordination, civil society engagement, or knowledge management within development, humanitarian, climate, disaster risk reduction, resilience, or gender equality contexts. Experience in supporting evaluation processes and knowledge management is an asset, as is the ability to integrate gender equality and human rights-based approaches into program work.

Languages:
Excellent command of written and spoken English is required. Knowledge of other languages spoken in the Asia-Pacific region is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and communities.

  • The consultant will work 20 days per month, and travel within the Asia-Pacific region may be required, managed according to UN Women travel policy. Payment will be made upon submission of deliverables and approval by the Programme Coordinator for Gender and Climate Action.
