Job Overview: The Engineer (Civil and/or Structural) position within the Engineering Unit of WFP South Sudan is crucial for managing and implementing infrastructure projects that support humanitarian operations and enhance community resilience. The role requires a qualified engineer with experience in both horizontal and vertical infrastructure, as well as community-based labor-intensive maintenance programs. The Engineer will be responsible for providing technical leadership and project management support in the planning, design, procurement, implementation, supervision, maintenance, and sustainability of engineering projects across South Sudan. This position is vital in ensuring that all projects are delivered safely, efficiently, on time, and within budget, while adhering to applicable engineering standards and organizational requirements. The Engineer will also engage with various stakeholders, including local communities, to promote sustainable practices and enhance local ownership of infrastructure projects. Approximately 40% of the Engineer's time will be spent on field missions to oversee project implementation in remote areas, making this role both challenging and rewarding.
Duties and Responsibilities: The Engineer will be responsible for a comprehensive set of duties, including but not limited to: leading project identification, feasibility studies, site surveys, and technical assessments; preparing engineering designs, drawings, specifications, Bills of Quantities (BoQs), and cost estimates; reviewing and approving contractor and consultant designs; ensuring compliance with engineering codes and organizational requirements; supervising construction, rehabilitation, and maintenance works; monitoring contractor performance and conducting site inspections; managing the infrastructure portfolio, which includes roads, bridges, airstrips, and flood protection structures; designing and leading community labor-driven maintenance programs; preparing scopes of work and managing bid evaluations; administering contracts and ensuring compliance with procurement regulations; developing work plans, schedules, and budgets; preparing progress and performance reports; coordinating with various stakeholders; and mentoring national engineers to promote professional development.
Required Qualifications: Candidates must possess an Advanced University Degree (master's level) in Civil Engineering, Structural Engineering, Construction Management/Engineering, Project Management, or a closely related field. Alternatively, a First University Degree with additional years of relevant experience and/or professional training may be accepted. For those holding a master's degree, a minimum of seven years of progressively responsible professional experience in civil engineering and infrastructure project delivery is required. For first-degree holders, a minimum of nine years of relevant experience is necessary. Candidates should demonstrate expertise in both horizontal and vertical infrastructure, experience managing contractors under standard construction contracts, and a proven track record in community labor-driven maintenance programs. Experience in humanitarian, development, or international organization contexts is highly desirable, particularly in remote or post-conflict environments.
