Job Overview:
The Deputy Country Director for Programs (DCD-P) plays a pivotal role in establishing the programmatic strategy for the mission and coordinating with various field offices. This position requires the ability to mobilize relevant technical expertise and tools to ensure quality programming. The DCD-P is responsible for engaging with external stakeholders to ensure their involvement and for overseeing the monitoring, evaluation, accountability, and learning (MEAL) functions. Additionally, the DCD-P collaborates with the Grants Department for donor engagement and reporting. This role is essential for fostering effective communication between departments and ensuring that the mission's objectives are met efficiently. Given the complex humanitarian context in South Sudan, the DCD-P must navigate various challenges, including the ongoing threat of Ebola and the need for strategic planning during a period of team expansion.

Duties and Responsibilities:
The DCD-P will be responsible for the following duties:

• Develop and implement the programmatic strategy for the mission, ensuring alignment with organizational goals and local needs.
• Coordinate with field offices to ensure effective program delivery and adherence to quality standards.
• Mobilize technical expertise and resources to support program implementation.
• Engage with external stakeholders, including donors and partners, to foster collaboration and secure funding.
• Oversee MEAL functions to ensure effective monitoring and evaluation of programs.
• Collaborate with the Grants Department to prepare reports and proposals for donors.
• Facilitate inter-departmental communication to enhance program effectiveness.
• Address challenges related to team dynamics and clarify roles and responsibilities within the growing team.

Required Qualifications:
Candidates must possess a Master’s degree in humanitarian/development studies, social sciences, management, or a related field. Additionally, candidates should have over five years of experience in the humanitarian sector, with at least 0-2 years in a similar position. Technical skills required include programmatic approaches in WASH and FSL sectors, external representation capabilities, understanding of grant engagement, and partnership management skills. Candidates should also demonstrate capacity-building skills, attention to detail, and an understanding of interdepartmental dynamics.

Educational Background:
A Master’s degree in a relevant field such as humanitarian/development studies, social sciences, or management is required for this position. This educational background is essential to equip the candidate with the necessary knowledge and skills to navigate the complexities of humanitarian work and program management effectively.

Experience:
The position requires a minimum of five years of experience in the humanitarian sector, with a specific focus on program management. Candidates should have 0-2 years of experience in a similar role, indicating a need for both seasoned professionals and those who are relatively new to leadership positions in humanitarian contexts. This experience is crucial for understanding the operational challenges and strategic planning necessary for effective program implementation in South Sudan.

Languages:

The compensation package includes a gross monthly salary starting from EUR 2,800, a monthly per diem of USD 700, and coverage for accommodation and travel expenses. Living conditions in Juba include shared accommodations with basic amenities, while field conditions may vary significantly.
