International Consultant for the development of the Gavi 6.0 country holistic application

Job Overview:
The position of International Consultant for the development of the Gavi 6.0 Country Holistic Application is crucial for supporting the South Sudan Expanded Programme on Immunization (EPI). The consultant will work closely with the Ministry of Health, WHO Country Office, UNICEF, and other key partners to prepare, validate, and submit the Gavi 6.0 Country Application. This role involves comprehensive planning, situational analysis, and the development of a multi-year immunization programme plan, including costing and financing frameworks. The consultant will also draft the application, facilitate stakeholder consultations, and ensure that the final submission meets all necessary requirements. The consultant's work will significantly contribute to enhancing immunization coverage and addressing health system challenges in South Sudan.

Duties and Responsibilities:
The consultant will undertake several key phases of work: 1) Inception and situational analysis, which includes conducting meetings with stakeholders, reviewing relevant documents, and performing a comprehensive analysis of the immunization programme's performance. 2) Multi-year programme planning and costing, which involves leading consultations, developing a programme plan for 2026-2030, and creating a financing framework. 3) Application drafting and results framework, where the consultant will draft the Gavi 6.0 Country Application, ensuring alignment with performance indicators and national targets. 4) Finalization, validation, and submission, which includes facilitating a national validation workshop, incorporating feedback, and preparing the final application for submission. Key deliverables include inception reports, situational analysis reports, multi-year plans, costing frameworks, and the final Gavi application.

Required Qualifications:
Candidates must possess a Master’s degree in public health, epidemiology, health policy, health economics, health systems, or a related field. Essential qualifications include at least 10 years of relevant experience in immunization and health systems programming, demonstrated experience in developing Gavi applications, and expertise in programme costing and financial analysis. Candidates should also have experience in developing donor proposals and managing grants, as well as health planning or health systems strengthening.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as public health, epidemiology, health policy, health economics, or health systems. This advanced degree is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the development of the Gavi 6.0 Country Application.

Experience:
The position requires a minimum of 10 years of relevant experience in the field of immunization and health systems programming. Candidates should have a proven track record in developing Gavi applications and national health sector plans, as well as experience in programme costing and financial analysis. Experience in resource planning and managing donor proposals is also essential, along with a strong understanding of health systems strengthening.

Languages:
Candidates must have an excellent command of written and spoken English. Knowledge of a local language is also required, which will facilitate communication and collaboration with local stakeholders and partners.

Additional Notes:
This consultancy is a full-time position with a duration of six months. The consultant will work independently as a contractor and will not be considered an employee of WHO. The position may involve travel within South Sudan, and candidates should be prepared to provide proof of vaccination as required by WHO.
