Job Overview:
The People & Culture Officer plays a vital role in delivering professional-level human resources services within the country office of FHI 360 in South Sudan. This position is responsible for supporting staff in various HR functions, including recruitment, employee relations, performance management, benefits administration, and compliance with local laws and organizational policies. The officer will provide first-line guidance on routine policy applications and contribute to the continuous improvement of HR processes. The role requires a proactive approach to managing employee relations and conflict resolution, ensuring that workplace concerns are addressed effectively. The officer will also coordinate learning and development activities, maintain employee files, and support the performance management cycle, thereby enhancing the overall employee experience and organizational effectiveness.

Duties and Responsibilities:
The People & Culture Officer will manage the recruitment process from requisition approval to onboarding, ensuring a smooth transition for new hires. They will advise employees and supervisors on policy interpretation and application, escalating complex or sensitive matters to the P&C Partner when necessary. The officer will handle employee relations and conflict resolution, serving as a point of contact for routine workplace concerns and grievances. Additionally, they will coordinate learning and development activities to foster employee growth and engagement. The officer will liaise with external entities, including the Ministry of Labor, to ensure compliance with statutory documentation and reporting obligations. They will maintain the integrity of employee files in accordance with FHI 360 policy and South Sudan legal requirements, ensuring audit readiness. The officer will support internal and external audits by preparing and providing necessary P&C documentation. They will also assist in the performance management cycle, including goal setting, reviews, and tracking completion. Furthermore, the officer will support timekeeping compliance, assist staff with timesheet submissions, and resolve related queries. They will process employee benefits enrollment and changes, maintain HRIS data integrity, and generate reports as needed. The officer will update and maintain tracking documents and the organizational chart for staffing and P&C requirements, and drive wellness initiatives to enhance staff morale. Other duties may be assigned as necessary.

Required Qualifications:
Candidates must possess a strong knowledge of local employment law and HR best practices. They should have the ability to provide policy guidance and effectively resolve employee concerns. Proficiency with HRIS systems and reporting tools is essential, along with strong interpersonal and conflict resolution skills. Attention to detail and accuracy are critical for success in this role. The candidate should demonstrate problem-solving abilities and be capable of resolving moderately complex P&C issues with limited supervision. They should also be able to recommend process improvements to enhance service delivery.

Educational Background:
A Bachelor's degree in Human Resources, Business Administration, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding HR principles and practices, as well as the legal and regulatory framework governing employment in South Sudan.

Experience:
Candidates should have 3 to 5 years of progressively responsible HR experience, preferably in a non-governmental organization (NGO) or donor-funded environment. This level of experience ensures that the candidate is well-versed in the complexities of HR functions and can navigate the challenges that may arise in a dynamic work environment.

Languages:
Good working knowledge of English, both written and spoken, is required for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the populations served by FHI 360.

Additional Notes:
This position is full-time and is based in Juba, South Sudan. The expected hiring salary range for this role is between USD 18,000 and 24,000 for the annual basic salary.
