Job Overview:
The Laboratory and Diagnostic Officer plays a crucial role in supporting the STRIDES South Sudan Activity by providing technical assistance in laboratory systems strengthening and diagnostics. This position is integral to the implementation of laboratory-related activities, ensuring that they align with South Sudan's national health priorities and the objectives outlined in the STRIDES workplan. The Officer will work closely with the Senior Laboratory and Diagnostic Officer, government counterparts, and in-country partners to facilitate the delivery of laboratory and diagnostic interventions. Responsibilities include developing technical materials, monitoring activity progress, and contributing to the capacity building of the national laboratory system. The role requires a proactive approach to problem-solving and the ability to communicate effectively with various stakeholders to ensure the successful execution of laboratory initiatives.

Duties and Responsibilities:
The Laboratory and Diagnostic Officer will be responsible for a range of duties, including:

• Providing technical support for the implementation of laboratory systems strengthening and diagnostic activities in accordance with national health priorities.
• Engaging with the Ministry of Health and relevant government counterparts by preparing documentation and logistics for technical meetings.
• Developing and disseminating laboratory-related tools, guidelines, and training materials.
• Monitoring project protocols, instruments, and reports related to laboratory systems and diagnostics.
• Conducting literature searches on laboratory systems and global health security" style="border-bottom: 1px dotted #007bff !important;">security issues.
• Contributing to the sharing of lessons learned and best practices in laboratory strengthening.
• Ensuring laboratory activities adhere to standard operating procedures and quality standards.
• Providing quality control and assurance for laboratory-related outputs.
• Assisting in workplan preparation and tracking activity progress. 1
• Participating in client and funder meetings and preparing related reports. 1
• Supporting logistical arrangements for training events and workshops. 1
• Compiling technical content for reports and presentations. 1
• Participating in data review processes and supporting data-driven decision-making. 1
• Performing other duties as assigned.

Required Qualifications:
Candidates must possess a basic working knowledge of laboratory systems, biosafety, and quality management principles relevant to public health programs. Familiarity with South Sudan's public health system and national laboratory landscape is essential. A basic understanding of diagnostic methods and laboratory quality standards, such as ISO 15189 and SLIPTA, is required. Proficiency in database management software and online search tools is necessary, along with excellent organizational and analytical skills. Strong written and verbal communication skills in English are mandatory, and candidates should demonstrate the ability to analyze data, identify errors, and prepare comprehensive reports. Problem-solving skills and the ability to work collaboratively with diverse teams are also important.

Educational Background:
A Bachelor’s degree or its international equivalent in Laboratory Sciences, Public Health, Biomedical Sciences, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding laboratory systems and public health principles.

Experience:
Typically, candidates should have at least 2+ years of relevant experience in laboratory systems, diagnostics, or a related technical area. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is preferred. Experience with USG-funded projects in South Sudan or the region is considered an advantage, as it provides insight into the operational context and challenges faced in the field.

Languages:
Professional proficiency in English is mandatory, with strong written and verbal communication skills required. Knowledge of additional languages relevant to the region may be considered an asset, enhancing communication with local stakeholders and partners.

Additional Notes:
This position is classified under Band JJ and reports to the Senior Laboratory and Diagnostic Officer. The role is based in Juba, South Sudan, and may require travel of approximately 10% to 25%. FHI 360 offers a competitive compensation package, with an expected hiring salary range of USD 18,000 - 24,000 for annual basic salary.
