Job Overview:
The Finance and Admin Manager is a pivotal role within the STRIDES South Sudan activity, which is part of the U.S. Department of State-funded global health security" style="border-bottom: 1px dotted #007bff !important;">security program. This position is responsible for overseeing the financial integrity and administrative functions of the program, ensuring compliance with both FHI 360 and U.S. Government regulations. The Finance and Admin Manager will manage the budgeting and forecasting processes, oversee financial reporting, and support the Project Director in resource management. Additionally, the role encompasses leading administrative functions such as procurement, office management, and logistics, playing a crucial part in risk management and the development of internal systems to support effective program implementation. This position is locally hired and based in Juba, South Sudan, and reports directly to the Regional Hub Finance Director.

Duties and Responsibilities:
The Finance and Admin Manager will oversee various financial management tasks, including data collection, ensuring accuracy, and interpreting complex analyses for decision-making. Responsibilities include reviewing and approving monthly financial reports, finalizing financial reports for funders, overseeing the budgeting and forecasting process, and monitoring project expenditures. The manager will also collaborate with project managers to determine resource requirements, ensure compliance with South Sudanese financial regulations, and assist in developing internal financial audits. On the administrative side, the manager will oversee day-to-day office administration, develop administrative systems, manage procurement processes, and support HR functions. The role requires strong leadership skills to coach and mentor finance staff, ensuring compliance and efficiency in all financial and administrative operations.

Required Qualifications:
Candidates must possess a comprehensive knowledge of accounting principles, financial controls, and financial information systems. Excellent oral and written communication skills are essential, along with strong organizational and project management abilities. The ideal candidate should be well-versed in state and federal laws impacting analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and management controls, with familiarity in Sarbanes-Oxley (SOX) and automated financial reporting systems. A solid understanding of Generally Accepted Accounting Principles (GAAP) practices is required, along with the ability to provide strategic leadership and collaborate effectively with diverse teams.

Educational Background:
A Bachelor’s Degree or its international equivalent in Finance, Accounting, Business Administration, or a related field is required for this position. This educational background is essential to ensure that the candidate has the foundational knowledge necessary for managing the financial and administrative functions of the STRIDES program effectively.

Experience:
Candidates should have a minimum of 5 to 8 years of relevant work experience in finance and administration management, with at least 3 years in a management role. Experience with complex awards and contracts, particularly in managing subcontracts, is preferred. Familiarity with working in South Sudan and understanding local tax, labor, and regulatory requirements is crucial. Previous experience with international organizations and U.S. government-funded programs is also required, along with a background in non-governmental organizations (NGOs).

Languages:
Proficiency in English, both written and spoken, is mandatory for this position. Additional language skills may be considered an asset, particularly if they relate to the local context or the communities served by the STRIDES program.

This position is a career-level management role that operates under broad direction, allowing for considerable independence in decision-making. The expected hiring salary range for this role is between USD 30,000 and 45,000 annually, depending on the candidate's experience and qualifications.
