Job Overview:
The Human Resources Officer position is crucial for managing the HR program for the WHO Country Office in Bangladesh. The role focuses on supporting the government in formulating and implementing national health policies while ensuring effective human resource management within the organization. The incumbent will be responsible for performance management, staff development, recruitment processes, contract management, and general HR administration. This position requires a proactive approach to liaising with various units within WHO and ensuring compliance with HR policies and regulations. The HR Officer will also provide guidance to staff regarding HR policies and respond to HR-related queries, ensuring that the HR unit functions efficiently and transparently.

Duties and Responsibilities:
  • Support in performance management and staff development by monitoring compliance with performance appraisals, preparing reports, and providing feedback on training implementation plans.
  • Assist in recruitment by writing position descriptions, organizing recruitment processes, screening CVs, conducting interviews, and drafting selection reports.
  • Manage contracts by tracking contract statuses, facilitating actions related to appointments and separations, and preparing HR reports for management decisions.
  • Provide general HR administration support, including drafting communications and status reports.
  • Support the WHO Head of Country Office in HR and workforce planning, ensuring effective functioning of the HR unit.
  • Guide staff on HR policies and respond to queries.
  • Perform any other tasks assigned by the supervisor.

Required Qualifications:
Essential qualifications include a university degree in human resources management, public or business administration, law, or relevant social sciences. Desirable qualifications include a Master's degree in the same fields. Candidates should possess strong leadership abilities, a good understanding of HR policies, and experience in recruitment, performance management, and staff development, preferably within the UN system.

Educational Background:
Candidates must hold a university degree in human resources management, public or business administration, law, or other relevant social sciences. A Master's degree in these fields is desirable and will enhance the candidate's profile.

Experience:
The position requires at least two years of experience in human resources management within an international organization. Desirable experience includes supporting grant project teams and working in performance management and staff development within the UN system.

Languages:
Expert knowledge of English is essential for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

The position offers a competitive salary starting at USD 56,046 annually, with additional benefits such as a variable post adjustment, 30 days of annual leave, allowances for dependents, home leave, and education grants for children.
