Job Overview: The Monitoring and Evaluation (M&E) and Research Officer will play a crucial role in the Better Work Bangladesh (BWB) Programme, which is a partnership initiative between the ILO and the International Finance Corporation (IFC). This position involves designing and implementing M&E and research activities that align with the programme's objectives. The officer will be responsible for providing technical support for data analysis, preparing annual synthesis reports, and ensuring that evidence generated through M&E processes is utilized to enhance programme effectiveness. The role requires collaboration with various stakeholders, including government representatives, private sector actors, and civil society organizations, to promote the use of data in informing policy and strategy development. The officer will also support internal reflection and learning processes within the programme, contributing to adaptive management and continuous improvement of the BWB initiatives.
Duties and Responsibilities:
Lead the design and implementation of the BWB monitoring, evaluation, research, and learning strategy, including developing methodologies and analytical frameworks.
Conduct analysis of M&E indicators to measure programme performance and achievements.
Manage data for baseline assessments and evaluation activities, including mid-term evaluations and reviews.
Prepare the BWB Annual Synthesis Report and other analytical products, transforming complex data into high-quality reports and policy briefs.
Coordinate evaluations, impact assessments, and learning exercises, providing strategic analytical support for programme planning.
Develop M&E tools and procedures to monitor interventions and ensure data quality.
Build analytical capacity among programme staff and partners through technical guidance and support.
Manage knowledge management systems and improve data practices within BWB.
Collaborate with research staff and external partners on impact assessments and qualitative studies. 1
Support data-sharing initiatives and engage with constituents on evidence-based policymaking. 1
Work with communications staff to utilize data in communication products. 1
Collaborate with colleagues to enhance the effectiveness of ILO engagement in relevant sectors. 1

Required Qualifications: Candidates must possess a university degree in economics, statistics, econometrics, data science, business management, industrial relations, international development, law, or a related field, with a strong emphasis on research methods and data analysis. Additionally, candidates should demonstrate strong quantitative and qualitative analytical skills, advanced knowledge of statistical analysis, and experience with data management and applied research methods. Familiarity with the garment sector and experience in programme/project management will be advantageous. Candidates should also have experience using statistical software and programming languages such as R, Stata, or Python, as well as data visualization tools like Tableau or Power BI.
Educational Background: A university degree in a relevant field such as economics, statistics, data science, or international development is required. The educational background should include a strong component in research methods and data analysis, ensuring that candidates are well-equipped to handle the analytical demands of the position.
Experience: At least three years of progressively responsible professional experience in monitoring, evaluation, research, data analytics, or related fields is required. Candidates should have experience managing large datasets, conducting both quantitative and qualitative analyses, and producing analytical reports that support evidence-based decision-making. Prior experience within the UN system or international development sector is preferred, along with familiarity with the garment industry. Experience in designing and implementing knowledge management systems is also a plus.
Languages: Excellent command of written and spoken English and Bengali is mandatory. Proficiency in additional languages may be considered an asset, but the primary requirement is fluency in these two languages to effectively communicate and report on findings.
Additional Notes: This position is a National Position, open only to Bangladeshi candidates. The contract type is Fixed Term (FT) for one year, with the possibility of renewal based on the availability of funds.
