Job Overview:
The Human Resources Officer position is part of the Bangladesh Country Office and reports to the Human Resources Officer at the NOB level. The role is designed for individuals who are likely to work under the supervision of more experienced staff members, receiving guidance and regular feedback on their work. The primary function of this position is to support the delivery of professional, client-focused HR services, partnering with managers to implement HR solutions that align with WFP's corporate priorities. The job holder will be responsible for collating, maintaining, analyzing, and reporting information to maximize the effectiveness of HR services. This role is crucial in ensuring that WFP's HR operations are efficient and responsive to the needs of the organization and its staff.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Officer include supporting HR operational activities or projects that align with business needs, ensuring adherence to standard processes and alignment with WFP policies. The officer will respond to queries from managers and staff, understanding their issues and ensuring that policies, procedures, processes, systems, and tools are available and correctly applied. Additionally, the officer will contribute to the effective management of the employment relationship between WFP and its staff by administering conditions of service, contracts, and entitlements. The role also involves supporting staff capability building by working with managers to identify individual skills and business requirements, organizing development solutions, and delivering onboarding activities to ensure new employees have a positive experience. The officer will assist in building talent within WFP, working with managers to understand their needs and organizing recruitment, retention, and development solutions. Furthermore, the officer will support organizational design activities, collate data for accurate reporting, and conduct straightforward data analysis under the guidance of a senior HR Officer. Other duties may be assigned as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field. Additionally, candidates should have at least 5 years of overall experience, including a minimum of 3 years of professional experience in areas related to Human Resources, with a focus on international humanitarian development. Within these 3 years, at least 1 year of experience must be post-graduation. Knowledge of HR best practices, techniques, and processes is essential, along with the ability to support junior team members and conduct basic data analysis. Strong communication skills are required to effectively interact with a diverse range of individuals.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as Human Resource Management, Public or Business Administration, or Industrial Psychology. This educational foundation is critical for understanding the complexities of HR functions and the specific challenges faced in humanitarian contexts.

Experience:
The position requires a minimum of 5 years of overall experience, with at least 3 years of professional experience in Human Resources. This experience should include managerial or supervisory roles, particularly in areas related to international humanitarian development. Candidates must also have at least 1 year of experience gained after completing their postgraduate education, demonstrating a solid understanding of HR practices in a complex organizational environment.

Languages:
Fluency in English (level C) is mandatory, along with proficiency in the local language of the duty station, which is Bengali in this case. This language proficiency is essential for effective communication within the organization and with stakeholders.

This position is a fixed-term contract for a duration of 12 months, based in Dhaka, Bangladesh. The vacancy is specifically for Bangladeshi Nationals.
