Job Overview:
The National GRPB Consultant will play a crucial role in advancing gender-responsive planning and budgeting in Papua New Guinea, particularly in the Eastern Highlands and National Capital District. This position is part of a broader initiative aimed at addressing severe gender inequality and gender-based violence (GBV) in the country. The consultant will work closely with various government entities, civil society organizations, and community networks to integrate gender mainstreaming strategies into programmatic planning, budgeting, and monitoring processes. The consultant's responsibilities will include coordinating efforts across different levels of government, enhancing the capacity of civil society to advocate for gender-responsive policies, and ensuring that the needs of women, girls, boys, and marginalized groups are adequately addressed in public budgets. The role requires a strong understanding of public finance management processes and the ability to build effective relationships with stakeholders at all levels.

Duties and Responsibilities:
The consultant will undertake several key tasks, including establishing and maintaining strategic working relationships with government counterparts, mapping institutional structures for gender mainstreaming, and facilitating access to relevant policy documents and data sources. They will coordinate structured engagement between provincial and district administrations and their national counterparts, ensuring effective communication and collaboration. The consultant will also engage with civil society organizations to strengthen their understanding of gender-responsive planning and budgeting concepts, preparing them for advocacy and accountability processes. Additionally, the consultant will compile a detailed final report summarizing activities undertaken, results achieved, and recommendations for further improvement in gender-responsive planning and budgeting efforts.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in public administration, social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is considered an asset. Candidates should have a minimum of 2 years of relevant experience in central government finance policies and processes, including budgeting methodologies, and at least 3 years of experience in gender-responsive budgeting application at the national or regional level. Previous experience in designing and delivering training on gender equality and gender mainstreaming is also required.

Educational Background:
A Master's degree or equivalent in relevant fields such as public administration, social sciences, human rights, gender/women's studies, or international development is required. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification is an added advantage.

Experience:
Candidates should have a minimum of 2 years of relevant experience in central government finance policies and processes, including budgeting methodologies. Additionally, at least 3 years of experience in gender-responsive budgeting application at the national or regional level is required. Experience in designing and delivering training and mentoring programs on gender equality and gender mainstreaming is essential. Familiarity with the Pacific region, particularly Papua New Guinea, is considered an asset.

Languages:
Excellent verbal and written English is mandatory. Proficiency in Pidgin (PNG) is considered an asset.

Additional Notes:
The consultancy is both office-based and home-based, requiring intermittent presence at UN Women premises in Port Moresby, with expected travel to the field for meetings and workshops. The duration of field visits will be a maximum of 30 days. Payment will be disbursed upon submission and approval of deliverables and timesheets, with UN Women covering the cost of all fieldwork, including travel. The consultant will work under the overall leadership of the Country Representative and in coordination with various stakeholders, including government representatives and civil society organizations.
