Job Posting Organization:
The Global Strategy and Policy Division serves as the central strategic authority for all matters pertaining to the management of human resources within the United Nations. Its mission is to ensure that the Organization has the necessary strategies, policies, frameworks, and tools to attract, develop, and retain a talented and diverse global workforce. The division nurtures a culture of engagement, leadership, and results, providing policy, strategic, and thought leadership, as well as innovations and solutions for the end-to-end management of talent. This includes strategic workforce planning, talent acquisition, organizational and staff development, performance management, and ensuring appropriate duty of care for all Secretariat staff. The division operates under the Office of Human Resources, which is part of the Department of Management Strategy, Policy and Compliance, and is committed to creating a diverse and inclusive environment of mutual respect.

Job Overview:
The Human Resources Officer position is located in the Field Strategy and Conditions of Service Section (FSCS) within the Strategy and Policy Development Service (SPDS) of the Global Strategy and Policy Division (GSPD). The officer will report directly to the Chief of Section and will be responsible for developing innovative and modern human resources policies that meet the evolving needs of the Organization. This includes contributing to the implementation of the Secretary-General's agenda in areas such as gender parity, family-friendly workplace development, recruitment and mobility, and enabling a flexible working environment. The officer will also conduct comprehensive reviews of existing human resources-related internal policies to ensure they remain comprehensive, up-to-date, and responsive to the needs of the Organization. The role requires maintaining OHR policy guidelines, developing capacity-building materials, and providing authoritative policy interpretation on substantive questions related to staff management and conditions of service.

Duties and Responsibilities:
The Human Resources Officer will have a wide range of responsibilities, including:
  • Developing and implementing innovative HR policies that align with the Secretary-General's agenda.
  • Conducting comprehensive reviews of existing HR policies and making recommendations for improvements.
  • Maintaining and updating OHR policy guidelines and developing relevant tools in collaboration with other UN entities.
  • Providing authoritative policy interpretation on HR regulations and rules to senior management and HR practitioners.
  • Advising the Chief of Section on the development and implementation of staff regulations and policies.
  • Supervising junior HR officers and monitoring their work on HR policy-related activities.
  • Representing the Service in inter-agency working groups on HR policies.
  • Conducting research on best practices in HR management from both public and private sectors.
  • Preparing draft reports, policy papers, and presentations on HR policy issues. 1
  • Supporting intergovernmental meetings and audits related to HR policies.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, law, or a related field. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Additionally, candidates should have a minimum of seven years of experience in human resources management, including policy development, interpretation, and implementation, as well as administration of benefits and allowances. Experience in providing HR policy interpretation and advisory services is also required, along with experience in human resources management within the United Nations Common System or a comparable international organization.

Educational Background:
An advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, law, or a related field is required. A first-level university degree (Bachelor's degree or equivalent) may be accepted in combination with two additional years of relevant work experience in lieu of the advanced degree.

Experience:
Candidates must have a minimum of seven years of experience in human resources management, specifically in policy development, interpretation, and implementation. Experience in the administration of benefits and allowances, conditions of service, and compensation is also required. Furthermore, candidates should have experience in providing HR policy interpretation and advisory services, as well as experience in human resources management within the United Nations Common System or a comparable international organization with a large and diverse workforce.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, also at UN Level II proficiency. The working languages of the United Nations Secretariat are English and French, and candidates should be able to communicate effectively in these languages.
