Job Overview:
The primary objective of this consultancy position is to conduct a final evaluation of a project aimed at assessing its relevance, effectiveness, efficiency, impact, and sustainability. The evaluation will focus on the project's contribution to stabilizing youth, fostering social cohesion, and enhancing resilience to climate insecurity in the communes of Corail and Jérémie, Haiti. The consultant will analyze project documentation, monitoring data, and stakeholder information to evaluate the achievement of expected results and impacts. This role requires a comprehensive understanding of the project's goals and the ability to provide actionable recommendations for improving the design and implementation of similar initiatives in the future. The consultant will work closely with UNEP and the International Labour Organization (ILO) to ensure that the evaluation meets the required standards and addresses the needs of the stakeholders involved.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:

• Preparing a start-up report (maximum 10 pages) based on preliminary discussions with UNEP and ILO following a document review. This report must be completed before the formal evaluation begins, which includes interviews, questionnaire distribution, field visits, and information collection.
• Conducting optional information meetings with agencies to share initial findings and progress updates during the evaluation process.
• Submitting a preliminary report at the end of the data analysis phase, not exceeding 45 pages, for stakeholder feedback. A reasonable timeframe of approximately two weeks will be provided for partners to review and comment on the report.
• Presenting the preliminary report, including a PowerPoint presentation and a Word document, to stakeholders at least two days prior to the presentation date.
• Finalizing the evaluation report after incorporating relevant feedback from the presentation, ensuring that the final report is approved by the agencies and the Peacebuilding Fund (PBF). A free translation of the final report into English will also be required for quality assurance by UNEP's evaluation office. The evaluation will assess various criteria, including the relevance and coherence of the theory of change, effectiveness of implemented strategies, and the project's contribution to reducing conflict factors and enhancing social cohesion among youth.

Required Qualifications:
Candidates must possess a master's degree in economics, agronomy, environmental science, project management, development, statistics, project analysis, or a related field relevant to conducting the evaluation. A lower-level qualification (bachelor's degree) may be accepted if accompanied by specialized training (e.g., monitoring and evaluation) or equivalent professional experience. Additionally, candidates should have at least five years of experience in conducting final evaluations for peacebuilding projects, having completed at least two similar studies (baseline or reference studies, mid-term evaluations, final evaluations) using both quantitative and qualitative data collection and analysis methods. Experience in evaluating capacity-building projects for state institutions in natural resource management or similar projects funded by the UN Peacebuilding Fund is also required. A strong understanding of the Sustainable Development Goals and the political, security" style="border-bottom: 1px dotted #007bff !important;">security, and socio-economic context of Haiti is essential, along with experience in the Haitian public and private sectors, particularly regarding environmental and agroecological issues.

Educational Background:
A master's degree in a relevant field such as economics, agronomy, environmental science, project management, development, statistics, or project evaluation is required. A bachelor's degree may be acceptable if the candidate has additional specialized training or equivalent professional experience. The educational background should provide the necessary skills and knowledge to effectively conduct the evaluation and analyze complex data related to the project's objectives.

Experience:
Candidates should have a minimum of five years of relevant experience in conducting evaluations, particularly in the context of peacebuilding projects. This includes experience in both quantitative and qualitative research methodologies, as well as familiarity with the specific challenges and dynamics of the Haitian context. Previous involvement in similar evaluations, particularly those funded by the UN Peacebuilding Fund, will be considered an asset. The ability to engage with various stakeholders and understand their perspectives is crucial for the success of the evaluation.

Languages:
Fluency in both French and Haitian Creole is mandatory for this position, as these are the working languages of the United Nations Secretariat. Excellent spoken and written proficiency in these languages is required to effectively communicate with stakeholders and produce high-quality evaluation reports. Proficiency in English is also beneficial, as it may be necessary for the translation of the final report and for communication with international partners.

The expected duration of the consultancy is three months, and the work will be home-based, allowing for flexibility in conducting the evaluation.
