Job Overview:
The Programme Manager position is situated within the Occupational Safety and Health and Working Environment (OSHE) Branch of the ILO. This role is pivotal in leading the Vision Zero Fund (VZF), which is part of the ILO's global Programme Safety & Health for All. The VZF aims to prevent work-related deaths, injuries, and diseases in supply chains, particularly in low-income and least developed countries. The Programme Manager will oversee the implementation of the Fund's objectives, ensuring alignment with ILO standards and policies while promoting effective collaboration among various stakeholders. The incumbent will be responsible for managing all aspects of the VZF, including operational, financial, administrative, and human resource management, as well as resource mobilization and global operations. This position requires a strategic approach to enhance workplace safety and health, contributing to the overarching goals of the ILO's Global Strategy on Occupational Safety and Health and its Plan of Action for 2024-2030.

Duties and Responsibilities:
The Programme Manager will be tasked with a comprehensive set of responsibilities, including:

• Coordinating and planning the implementation, monitoring, and evaluation of programme activities in line with ILO policies and guidelines.
• Providing policy advice in collaboration with ILO HQ and field specialists to ensure technical quality and coherence with other ILO activities.
• Managing the budget and human resources of the VZF, including recruitment and performance management.
• Leading the governance structure of the VZF, preparing meetings and reports, and developing project documents for submission to the Steering Committee.
• Ensuring the VZF contributes effectively to the objectives of the Safety + Health for All Programme Strategy and the ILO strategy on decent work in supply chains.
• Assessing the technical quality and implementation of programme activities, identifying issues, and proposing corrective actions.
• Developing programme information materials and fostering relationships with governments, employers, workers' organizations, NGOs, and donors.
• Promoting ILO policies in relevant technical areas and representing the Fund at meetings and seminars.
• Performing any other duties as assigned.

Required Qualifications:
Candidates must possess an advanced university degree in a relevant field such as international development, law, occupational safety and health, public administration, social sciences, medicine, engineering, or economics. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of these fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should demonstrate strong management and leadership skills, strategic planning abilities, and a proven track record in project cycle management, including design, implementation, monitoring, and evaluation. Familiarity with ILO policies and procedures, as well as experience in partnership building and resource mobilization, is essential.

Educational Background:
The educational background required for this position includes an advanced university degree in fields relevant to the role, such as international development, law, occupational safety and health, public administration, social sciences, medicine, engineering, or economics. A first-level university degree in one of these fields, along with two additional years of relevant experience, is also acceptable. This educational foundation is crucial for understanding the complexities of labor governance and occupational safety and health.

Experience:
Candidates are expected to have at least ten years of experience in managing development cooperation activities, particularly at the international level. This experience should include leadership roles in project implementation, demonstrating proven management capabilities, preferably within the ILO or a UN agency. Familiarity with all aspects of the project cycle, including design, implementation, monitoring, and evaluation, is critical. Additionally, candidates should have experience in partnership building, networking, and effective fundraising, as well as knowledge of occupational safety and health.

Languages:
An excellent command of one of the ILO's working languages (English, French, or Spanish) is mandatory. A working knowledge of one or more additional languages would be considered an advantage, enhancing the candidate's ability to engage with diverse stakeholders and facilitate communication across different regions.
