Job Overview:
The UNEP Evaluation Consultant will play a crucial role in evaluating the UN Development Account-funded project aimed at financing nature-based solutions for a green and inclusive recovery in Colombia and Brazil. This project is aligned with the Sustainable Development Goals (SDGs) and the commitments under the Paris Climate Agreement and the Kunming-Montreal Global Biodiversity Framework. The consultant's work will contribute to the overarching goals of poverty reduction and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, while also supporting UNEP's initiatives in nature and economic transformation. The consultant will be responsible for assessing the project's effectiveness, identifying lessons learned, and providing recommendations for future programming. This position requires a deep understanding of sustainable public finance, fiscal policy, and the dynamics of sustainable agriculture, particularly in the context of Latin America and the Caribbean (LAC).

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:

• Drafting and revising the inception report for the evaluation to outline the evaluation's scope and methodology.
• Collecting relevant documents and conducting a synthesized desk review to gather background information and context for the evaluation.
• Preparing and revising an interview guide to facilitate semi-structured interviews with stakeholders involved in the project.
• Conducting interviews and synthesizing findings to prepare preliminary results for presentation to the project team.
• Drafting and finalizing the evaluation report, incorporating feedback from various partner stakeholders to ensure comprehensive coverage of the evaluation findings.
• Disseminating the evaluation report to relevant stakeholders to share insights and recommendations.
• Supporting any additional tasks that may arise during the evaluation process to ensure its successful completion.

Required Qualifications:
Candidates must possess an advanced university degree in environmental sciences, international development, economics, finance, public policy, statistics, or a related field within the political or social sciences. Additionally, a minimum of seven years of technical and evaluation experience is required, with a preference for candidates who have utilized a Theory of Change approach in their work. Technical knowledge of sustainable public finance, fiscal policy, nature-based solutions, and sustainable agriculture is essential. Familiarity with the UN system and UNEP's work is considered an added advantage, as it will enhance the consultant's ability to navigate the organizational context effectively.

Educational Background:
The educational background required for this position includes an advanced university degree, which typically means a master's degree or higher, in a relevant field such as environmental sciences, international development, economics, finance, public policy, statistics, or other related areas. This educational foundation is critical for understanding the complex interactions between environmental issues and socio-economic factors, which are central to the consultant's role in evaluating the project.

Experience:
The position requires a minimum of seven years of relevant experience in technical evaluation, particularly in areas related to sustainable public finance, fiscal policy, and nature-based solutions. Candidates should have a proven track record of conducting evaluations, ideally with experience in applying a Theory of Change approach. This level of experience is necessary to ensure that the consultant can effectively assess the project's impact and provide valuable insights for future initiatives.

Languages:
Fluency in spoken and written English is mandatory for this consultancy role, as the evaluation will involve communication with various stakeholders and the preparation of reports in English. Additionally, knowledge of Spanish and Portuguese is desirable, as it will facilitate communication with stakeholders in Colombia and Brazil, enhancing the consultant's ability to gather insights and conduct interviews effectively.
