The position is located within the Human Resources Policy Section of the Global Strategy and Policy Division, which is part of the Office of Human Resources (OHR) under the Department of Management Strategy, Policy and Compliance (DMSPC). This division serves as the central strategic authority for human resources management within the organization, ensuring that effective strategies, policies, frameworks, and tools are in place to attract, develop, and retain a diverse global workforce. Job Overview:
The Human Resources Officer will play a crucial role in guiding the interpretation and application of human resources policies, regulations, and rules. This position involves conducting policy research and analysis, preparing briefings, recommendations, and reports, and participating in task forces and working groups to identify issues and propose new policies and guidelines. The officer will also support the formulation of innovative policies related to salaries, allowances, and conditions of service, particularly in field duty stations. Additionally, the role includes contributing to the implementation of the Secretary-General's management reform agenda, which encompasses gender parity, duty of care, and the development of a family-friendly workplace. The officer will provide substantive support for queries from the Office of Human Resources and other stakeholders, contribute to discussions in inter-agency bodies, and review individual cases to provide strategic policy analysis and advice.

Duties and Responsibilities:
The Human Resources Officer will be responsible for providing guidance on the interpretation and application of human resources policies, conducting policy research and analysis, preparing briefings and reports, and participating in task forces to identify issues and propose new policies. The officer will support the formulation of innovative policies in areas such as salaries and allowances, contribute to the implementation of management reform agendas, provide support for queries from management, and contribute to discussions in inter-agency bodies. The officer will also review individual cases for strategic policy analysis and advice, and provide ongoing feedback for streamlining and improving HR processes.

Required Qualifications:
Candidates must possess a strong knowledge of human resources policies, practices, and procedures, with the ability to apply them effectively in an organizational setting. They should demonstrate the ability to identify issues, formulate opinions, and make recommendations. Professional competence and mastery of subject matter are essential, along with a commitment to meeting deadlines and achieving results. Candidates should also show persistence in facing challenges and take responsibility for incorporating gender perspectives in their work.

Educational Background:
An advanced university degree (Master's or Doctorate) in human resources management, business or public administration, social sciences, education, law, or a related field is required. Alternatively, a first-level university degree (Bachelor's) combined with two additional years of relevant work experience may be accepted in lieu of an advanced degree.

Experience:
A minimum of five years of progressively responsible experience in human resources management, policy development, administration of entitlements and benefits, or related areas is required. Candidates should have experience in developing human resources policy for international organizations and in applying and interpreting staff rules. Experience in developing HR procedures or working in administrative law within international organizations is desirable.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, also at UN Level II proficiency.
