Job Overview:
The Economic Recovery (Resilience) Team Leader will work under the direct supervision of the Economic Recovery Manager. This position is crucial for ensuring compliance with DRC procedures and guidelines at the base level. The Team Leader will be responsible for developing base strategies that translate into actionable plans and daily tasks. The role requires a strong focus on leading and mentoring the Economic Recovery field teams, ensuring clarity in roles, planning, performance, and professional growth. The Team Leader will oversee the implementation of livelihoods and market development activities, ensuring alignment with project objectives and donor requirements. This position also involves providing technical guidance on various aspects of economic recovery, including market-based livelihoods, vocational training, and financial inclusion, while promoting a safe and inclusive team culture.

Duties and Responsibilities:
The Economic Recovery (Resilience) Team Leader will have a comprehensive set of responsibilities that include:
  • Management: Leading, supervising, and mentoring the Economic Recovery field teams, ensuring clarity of roles and responsibilities, and fostering professional growth. Developing and monitoring detailed work plans, procurement plans, and field activity schedules. Overseeing the planning, implementation, and monitoring of livelihoods and market development activities in accordance with project objectives and donor requirements. Facilitating regular team meetings and coaching sessions to enhance team efficiency and motivation.
  • Programming & Operations: Providing technical guidance on market-based livelihoods, MSME and cooperative development, vocational training, and cash and voucher assistance (CVA) programming. Conducting labor market and value chain analyses, ensuring integration between CVA and economic recovery outcomes. Overseeing vocational skills training, business development support, and market linkage activities for MSMEs and cooperatives. Reviewing project tools and technical documents to ensure adherence to quality and gender-sensitive standards.
  • Coordination and Representation: Ensuring coordination with other humanitarian actors and representing DRC in relevant meetings and forums. Maintaining engagement with stakeholders, including authorities and community leaders, and fostering collaboration with financial service providers.
  • Logistics/Finance: Ensuring compliance with DRC safety procedures and guidelines, monitoring financial commitments, and coordinating logistics for staff movements. Initiating procurements and ensuring accurate financial and stock reconciliations after distributions.
  • Reporting: Submitting timely field reports, success stories, lessons learned, and progress updates to the Economic Recovery Manager, ensuring compliance with DRC and donor requirements throughout the implementation process.

Required Qualifications:
Candidates must possess at least 4-5 years of professional experience in humanitarian assistance, particularly in livelihoods, market systems, enterprise development programming, and cash and voucher assistance (CVA). Strong experience in implementing early recovery or transition programs that link CVA and livelihoods support to sustainable market outcomes is essential. Candidates should have demonstrated experience in partner management, community mobilization, and coordination with government entities. Knowledge of climate-smart agriculture and inclusive market facilitation is considered an asset. Strong communication, coordination, and representation skills are necessary, along with excellent proficiency in computer applications, including MS Office (Excel, Word, PowerPoint).

Educational Background:
A Bachelor’s degree or a Diploma (with certificate) in relevant fields such as Agriculture, Food Security, Rural Development, Economics, Development Studies, or Social Sciences is required for this position. This educational background is crucial for understanding the complexities of economic recovery and resilience-building in the context of humanitarian assistance.

Experience:
The position requires candidates to have a minimum of 4-5 years of relevant professional experience in the humanitarian sector, specifically in areas related to livelihoods, market systems, and enterprise development programming. Experience in implementing programs that link cash and voucher assistance with sustainable market outcomes is highly desirable. Candidates should also have a proven track record of working with local partner organizations and building their capacity.

Languages:
Fluency in both English and Arabic is mandatory, with excellent report writing skills in both languages. Proficiency in additional languages may be considered an asset but is not required for this position.

Additional Notes:
This position is a national contract with a duration of 12 months. The salary range starts from USD 2015.00 per month. The duty station for this role is Gedaref, and the start date is as soon as possible.
