Job Overview:
The position of Responsable de Programme Mécanisme de Protection des Travailleurs Humanitaires involves overseeing the financial and administrative management of the Humanitarian Workers Protection Mechanism. This role is crucial in ensuring compliance with internal requirements and donor expectations. The successful candidate will be responsible for leading the financial management of the program, managing financial partnerships, coordinating transfer modalities, and securing financial flows. Additionally, the role includes developing and supervising the administrative and financial functions of the mechanism. The candidate will work closely with various stakeholders to ensure effective communication and collaboration, which is essential for the success of the program.

• Coordinating the modalities for financial transfers and ensuring the security of financial flows to and from the program.
• Developing and overseeing the administrative and financial functions of the mechanism, ensuring that all processes are efficient and effective.
• Collaborating with various stakeholders, including team members and external partners, to facilitate smooth operations and communication.
• Ensuring compliance with donor regulations and internal policies, maintaining high standards of financial integrity.
• Providing training and support to team members and partners on financial management practices and tools.

Required Qualifications:
The ideal candidate should possess a higher education degree in finance, management, or auditing, along with proven experience in financial management of humanitarian or development projects. Experience in complex and multi-partner contexts is highly desirable. The candidate must have a strong understanding of donor regulations, advanced budgeting tools (particularly Excel), and internal control mechanisms. Additionally, the candidate should demonstrate strong organizational skills, attention to detail, and the ability to manage priorities effectively. A proactive and analytical mindset is essential for success in this role.

Educational Background:
Candidates are required to have a higher education degree in finance, management, or auditing. This educational background is crucial as it provides the foundational knowledge necessary for managing financial operations within humanitarian contexts. The degree should be complemented by relevant coursework or training in financial management, budgeting, and auditing practices.

Experience:
Candidates should have confirmed experience in financial management, specifically within humanitarian or development projects. This experience should ideally include working in complex environments with multiple partners, showcasing the ability to navigate challenges and ensure compliance with various regulations. The level of experience required is typically several years, with a preference for those who have held similar roles in the past.

Languages:
Fluency in French is mandatory, with professional proficiency in English also required. The ability to communicate clearly in both languages, both orally and in writing, is essential for effective collaboration with team members and partners. Additional Notes:
The position is classified as a cadre integrated role, initially offered as a fixed-term contract (CDD) for 3 months, with the possibility of renewal for an additional 12 months. This is a full-time position based in Montreuil (Seine-Saint-Denis). The salary range is between 41,000 to 50,000 euros gross annually, depending on experience, with a seniority bonus applicable after three years of service at the headquarters. Employees are entitled to 25 days of paid leave per year and 21 days of RTT (reduction of working time). Health coverage and insurance are provided, with 80% of costs covered by Action contre la Faim. There are also provisions for salary maintenance during illness, maternity, and paternity leave. Transportation costs are partially reimbursed, and meal vouchers are provided with a 60% contribution from the organization.
