Job Overview:
The Shelter Professional will play a crucial role in supporting the shelter cluster team by guiding various shelter agencies in the development and implementation of effective shelter programming. The primary goal is to provide safe and resilient shelter solutions that adhere to global standards and best practices. The position involves coordinating Technical Working Groups (TWGs) that are formed based on specific needs related to shelter programming. Currently, these include the Emergency Damage Assessment TWG, Cash Market Monitoring TWG, and Transitional Shelter Assistance TWG, along with a new joint technical working group focused on site management. The Shelter Professional will also be responsible for building relationships with key humanitarian partners, including national and provincial authorities and technical experts, to enhance the shelter response.

Duties and Responsibilities:
The Shelter Professional will ensure that the shelter response is informed by relevant technical standards, including Sphere standards and good practices. They will chair the Technical Working Groups (TWGs) and promote stakeholder involvement. Field visits will be conducted in coordination with SC partners to identify emerging technical issues and trends, which will be documented to influence national-level discussions. The role includes supervising two seconded technical coordinators/advisors and contributing to the development and continuous updating of the Shelter Cluster Strategy in collaboration with SC partners and local government. The Shelter Professional will identify and categorize existing shelter typologies to design appropriate solutions in collaboration with Shelter Coordinators. They will liaise with local authorities and key stakeholders, ensuring collaboration with related clusters such as site management, Early Recovery, Education, Health, Protection, and WASH. Additionally, they will coordinate the integration of cross-cutting issues, including HLP (Housing, Land, and Property), age, gender, and diversity, into the work of the Shelter Cluster, and lead or co-lead the joint technical working group with the Site Management Cluster.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s/MPhil) in Civil, Structural, or Architectural Engineering, or a related field. A minimum of 5 years of professional experience in shelter and non-food items at a managerial level in emergency, conflict, and post-conflict environments is required. Experience within the humanitarian architecture, including familiarity with the cluster system, humanitarian appeals, response plans, and common humanitarian funds, is essential. Candidates should have a good knowledge of shelter-related technical guidelines and international standards, including Sphere, as well as sound technical knowledge of traditional architectural materials, construction methods, and resilient construction techniques. Proficiency in computer applications such as MS Word and Excel is required, along with knowledge of CAD software. Skills in graphic design software (Adobe Suite) are desirable. Knowledge of the Palestine context and the ability to work under stressful conditions, meet short deadlines, and travel extensively at short notice are also important.

Educational Background:
The position requires an advanced university degree (Master’s/MPhil) in Civil, Structural, or Architectural Engineering or another relevant field. This educational background is crucial for understanding the technical aspects of shelter programming and ensuring that solutions are designed and implemented effectively.

Experience:
Candidates should have a minimum of 5 years of professional experience in shelter and non-food items at a managerial level, specifically in emergency and conflict settings. Experience working within the humanitarian architecture, including familiarity with the cluster system and humanitarian response mechanisms, is highly valued. Additionally, candidates should have experience working in complex and volatile contexts, demonstrating the ability to adapt and respond to challenging situations.

Languages:
Knowledge of Arabic is highly desirable, especially for candidates with experience working in Palestine or comparable humanitarian contexts in the Middle East. Proficiency in English is also required, as the application and communication processes will be conducted in English.

Additional Notes:
The duty station for this position is Amman, Jordan, with a contract duration of 12 months, subject to performance and availability of funds. The role involves approximately 50% travel to NRC Palestine field locations. The salary and benefits are based on grade 9 of NRC’s salary scale.
