Job Overview: The Human Resources Assistant will work under the direct supervision of the Administrative or Human Resources Officer/Associate. This role involves assisting in various personnel administration tasks and HR-related matters, including recruitment processes, appointment of staff, performance management, and welfare issues of staff within the area of responsibility (AOR). The assistant will be responsible for maintaining accurate personnel records, processing contracts, and providing advice to staff members regarding their rights and entitlements. The position requires a strong client-service orientation to effectively respond to staff inquiries and provide guidance on HR policies and procedures. The Human Resources Assistant will also support data management, reporting, and HR analytics activities, necessitating proficiency in Microsoft Excel and experience with ERP systems. The role is crucial in ensuring compliance with UNHCR's regulatory framework and maintaining a professional work environment that aligns with the organization's core values of professionalism, integrity, and respect for diversity.
Duties and Responsibilities: The Human Resources Assistant will have a variety of duties and responsibilities, including:
Providing clerical support in the recruitment, assignment, reassignment, and separation of local general service staff.
Assisting in processing local staff members' contracts, entitlements, and benefits in accordance with established HR procedures.
Advising staff members on their rights, obligations, benefits, and entitlements according to UN/UNHCR staff rules and regulations.
Assisting newly arrived international staff with administrative formalities related to their accreditations, security" style="border-bottom: 1px dotted #007bff !important;">security passes, travel arrangements, and shipment of personal effects.
Providing administrative support during medical evacuations and security relocations.
Maintaining personnel records, including attendance, overtime, and leave records.
Initiating calculations for payments related to personnel issues such as travel claims, overtime claims, hazard pay, and medical reimbursements.
Drafting routine correspondence on HR matters for the authorizing officer's approval.
Supporting the identification and management of risks and opportunities impacting objectives in the area of responsibility. 1
Performing other related duties as required.
Required Qualifications: Candidates must possess a minimum of 1 year of relevant experience with a High School Diploma or a Bachelor’s degree or equivalent. Essential qualifications include a good understanding of UNHCR administrative procedures and processes, as well as experience in providing support services in an international organization. High IT affinity and experience with ERP systems are also essential. Candidates should demonstrate strong communication skills, organizational awareness, teamwork, and a commitment to continuous learning. Knowledge of UN/UNHCR Administrative Rules, Regulations, and Procedures is also required.
Educational Background: The educational background required for this position includes a High School Diploma or a Bachelor’s degree or equivalent. While specific fields of education are not specified, relevant experience in human resources or administrative support is highly valued. Candidates should have a strong understanding of HR principles and practices, as well as familiarity with UNHCR's operational context and administrative procedures.
Experience: The position requires candidates to have at least 1 year of relevant experience in human resources or administrative roles. Languages: Knowledge of English and Spanish is mandatory, with a required proficiency level of B
